This General Procurement Notice updates the one previously published in Development Business No. 663 of September 30, 2005.

Georgia has received a Credit from the International Development Association (IDA) in the amount of about USD25.9 million equivalents towards the cost of the first phase of an Education System Strengthening and Realignment Program Credit.

The Borrower intends to apply the proceeds of this Credit to payments for goods, works, related services, consultant services and training to be procured under this Program. The first phase of the Program will include the following parts:

Part A: Institutional Systemic Change

1: Provision of technical assistance, goods, and training to staff in the education sector to develop and implement education policies to improve efficiency and transparency in the use of financial, human, and physical resources and quality learning.

2: Provision of technical assistance, goods and training for the design and implementation of an Educational Management Information System as well as hardware and software equipment to install said system; publication and dissemination of annual education statistical yearbooks; and carrying out of minor rehabilitation works in selected regional and local-level offices where the Educational Management Information System will be located.

Part B: Building a Quality Assurance System for Secondary Education

1. (a) Provision of technical assistance, goods, and training for the development piloting and implementation of a national curriculum and related attainment targets for primary and general secondary education; and (b) publication and dissemination of national curriculum to teachers and education stakeholders.

2. (a) Provision of technical assistance, goods, and training to Accredited Educational Centers (AEC) and develop their capacity to run a national assessment and examination system, develop and provide training for new curricula, and monitor and manage standards and licensing and accreditation for teachers and institutions; (b) publication and dissemination of the results of the assessment; and (c) carrying out of minor repairs and refurbishments of the AEC facilities.

Part C: Impacting School Performance

1. (a) Provision of technical assistance, goods, and training for the design and implementation of training strategies and development of training materials for teachers, methodologists and principals; (b) publication and dissemination of these training materials; (c) provision of training and equipment, and carrying out of minor rehabilitation works in schools where Resource Centers are located; and (d) provision of school learning improvement grants.

2. (a) Provision of technical assistance, goods and training to improve textbook quality and carrying out on a pilot basis a textbook rental and monitoring system; (b) publication and dissemination of guidelines and manuals related to textbook writing and textbook competition rules and procedures; and (c) provision of sets of selected textbooks for rental and supplementary learning materials.

Part D: Project Management Support

1. Provision of technical assistance, goods and training for Project Coordination Center (PCC), the Ministry of Education and Science (MoES) and their staff for the purposes of Project implementation; financing of the operating costs of the PCC; and carrying out of rehabilitation works of MoES's main building (the "Education Center").

2. Provision of technical assistance, goods and training for the design of and carrying out of a long-term public awareness campaign on education reforms.

Procurement of contracts financed by the Credit will be conducted through the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997, January 1999 and May 2004), and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999, May 2002 and May 2004).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-value consultants’ contracts will be announced, as they become available, in Development Business and local newspapers of national distribution.
