TONGA EDUCATION SUPPORT PROGRAM

The Government of the Kingdom of Tonga (GoT) has received a grant from the Government of New Zealand (NZAid) and a loan from the International Development Association (IDA) towards the cost of the Tonga Education Support Program (TESP).

TESP is a Sector Wide Approach (SWAp) and represents the implementation of the first phase of the GoT’s Education Policy Framework 2004-2019 and focuses upon improving the quality of primary and secondary education, the equitable delivery of services and resources, and a strengthening of management, policy-making, and monitoring and evaluation within the sector. The agency responsible for the implementation of TESP is the Ministry of Education, Women’s Affairs, & Culture (MEWAC). The grant from NZAid is the equivalent of US$10m and the loan provided by the IDA is US$1m.

TESP will focus upon the establishment of a School Grants Program for Tonga, a Curriculum Reform Program, and the strengthening of the country’s teacher education institution.

This General Procurement Notice covers the Government of Tonga financial year 2007/8 (1 July 2007-30 June 2008) during which time it is only expected that individual consultants will be selected for assignments in the following areas:

Development of MEWAC Corporate Plan
Development of medium Term Expenditure Framework for Education
