Millennium Challenge Georgia Fund (MCG)
Samtskhe-Javakheti Road Rehabilitation Project

The Millennium Challenge Corporation (the “MCC”) and the Government of Georgia (the “Government”) have entered into a Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Georgia (the “Compact”) in the amount of USD295,300,000 (the “MCC Funding”). The Government intends to apply a portion of the proceeds of the MCC Funding to eligible payments under contracts for Samtskhe-Javakheti road rehabilitation.

The Samtskhe – Javakheti area, which is located to the southwest of Tbilisi, has been identified by the Government of Georgia as a region that has been isolated from the rest of the country due to poor transport connections. The Samtskhe - Javakheti Road Rehabilitation Project will connect Tbilisi with the region by the most direct route, thereby reducing travel time. The road will improve road connections from Turkey and Armenia to Tbilisi and other neighboring countries’ borders.

Most of the existing roads are in poor condition with little or no asphalt pavement remaining. Little or no useful drainage remains on some of the sections and, on those where drainage exists, it is in poor condition and requires repair or rehabilitation. Road structures are also in poor condition and will require repair or rehabilitation under the contracts.

Millennium Challenge Georgia Fund (MCG) will solicit firms to bid for the works on Samtskhe-Javakheti road rehabilitation. Bidding process will be based on one International Competitive Bidding with six lots to be awarded early next year. The location and number of lots are given in the attached table.

Procurements will be conducted according to the principles, rules and procedures set out in the Procurement Agreement between the Government of Georgia and the Millennium Challenge Corporation (See www.mcg.ge). Contractors from eligible source countries as defined in the Procurement Agreement will be invited to participate.

Invitation for Bids (IFB) for contracts to be tendered under the competitive bidding procedure will be announced on the Millennium Challenge Georgia Fund website, in United Nations Development Business (online), in DG-Market and in local newspapers.
