GENERAL PROCUREMENT NOTICE Zambia SUPPORT TO ECONOMIC EXPENSION AND DIVERSIFICATION (SEED) MINING AND ENVIRONMENT Loan No./Credit No./TF No./Grant No. CR 3966 ZA & Grant No: TF 053349 ZA Project ID No: 071407 The Government of the Republic of Zambia has received a Credit in the amount of US$28 million equivalent from the International Development Association (IDA),and a Grant in the amount of US$4 million equivalent from the Global Environmental Facility (GEF) toward the cost of the Support to Economic Expansion and Diversification (SEED) Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project is jointly financed by the Norwegian Government The project includes the following components: 1. The Tourism Component seeks to improve the business environment for sustainable tourism in the Greater Livingstone and at theNational Level. The proposed component has three subcomponents: i. Improve the business environment for tourism at the National Level: Activities will support the development, communication and implementation of the new Tourism and Hospitality Act and related Statutory Instruments. By facilitating the development of a robust legislative framework and building capacity to implement it, the project will help to ease the cost of starting and operating tourism related businesses. ii. Improve the business environment for sustainable tourism in the Greater Livingstone Area; Activities in Livingstone will supportpriority infrastructure for tourism, a pilot "one stop shop" for licensing tourism businesses, and a Tourism Development Plan and its implementation. The project will encourage the sustainable development of tourism business associations and small businesses. The project will facilitate the development of a more broad based, competitive and sustainable tourism industry by providing priority infrastructure, both "hard" (roads, street lighting, drainage and refurbishment of historical buildings and a park) and "soft" (improving the efficacy of the licensing process, enabling the development and implementation of a locally driven tourism plan, and supporting small businesses to gain access to the tourism economy). iii. Facilitate development of sustainable tourism in Kafue National Park (KNP): The subcomponent seeks to improve park management, infrastructure and biodiversity conservation to enhance the tourism product in Kafue National Park (KNP) and attractprivate investment. KNP is, one of the four potential flagship destinations in Zambia whose development is a priority under the Fifth National Development Plan. This subcomponent will help to improve the capacity of the Zambia Wildlife Authority(ZAWA) to manage the park, including protecting resources and facilitating tourism development. It will help build/maintain offices, gates, roads and airstrips, thereby facilitating increased access, which is required for investment, tourism visitation and the management of the Park's resources. It will also begin a process of land management planning around the park to establish the bases for future community-based tourism developments as an incentive in favor of conservation-based tourism and sustainable natural resources. 2. The Gemstone component will target small-scale producers to increase production and benefit from increasing incomes from their rising output as well as improved access to markets. The project is expected to benefitrural families/ communities directly in Mapatizya and Ndola rural-the two target area transfers. Thegemstone component will focus on improving the business environment for gemstone by improving the policy, legal and regulatory issues in the gemstone sector and providing market support and capacity building to SMEs in the sector. The following activities shall be procured under International Competitive Bidding: Goods; a) Supply delivery and installation of Equipment for the Gemological Institute Civil Works; a) Construct & Rehabilitate (Internal Park Boundary), Airfield, North spinal, secondary and access roads in KNP b) Construction High, Medium & Low Cost Staff Houses, Offices, & Gates in KNP Consultant Services a) Tourism Development Advisor for the SWRTDO b) Consultant to support BDS in Livingstone c) Consultancy to Develop the Integrated Sustainable Greater Livingstone Tourism Development Plan Procurement of contracts financed by the WorldBank will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits May 2004, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers May 2004. Specific procurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket and in local newspapers.
