The Peoples Republic of Bangladesh has negotiated for a Credit amounting to about US$102.26 million equivalent from the International Development Association (IDA) to support the Water Management Improvement Project, and the Government of the Netherlands (GON) has also approved US$20.00 million equivalent to co-finance the project. The Government intends to use part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. The project will include the following components:

Component 1: System Improvement and Management Transfer.
Component 2: Operation & Maintenance (O&M) Performance Improvement. BWDB.
Component 3: Institutional Improvement. (BWDB and WARPO)

Within these components, the project will include goods/services/works packages, such as given below, to be procured under ICB procedures:

Goods:
o Procurement of Transport/Vehicle;

Services:
o Consultant services to support BWDB to facilitate the adaptation of participatory water management guidelines for rehabilitation of the existing schemes, and introduction of improved O&M approach for enhanced project performances including management transfer.
o Consultancy Services to support BWDB for its institutional improvement through restructuring, training etc.
o Consultancy Services to support WARPO for its institutional improvement through restructuring, training etc.
o Individual Consultancy Services to support BWDB/WARPO for strategic studies, researches, etc. on the above components of the project;
o Individual Consultant Services to support the project activities such as procurement, financial management, etc;
o Individual Consultancy Services for “Procurement Panel” to review the bidding document, evaluate bids and prepare bid evaluation report for large value contracts.
o Consultancy Services to support PCU for its Monitoring & Evaluation of the Project. Output and outcome in relation to the Results Framework.

Works:
o Rehabilitation of existing Flood Control, Drainage and irrigation schemes and handing over to the Water Management Organizations;

Procurement of contracts for the above, which are to be financed by the IDA Credit and GON Grant, will be conducted in appropriate packages through the procedures specified in the World Bank Guidelines: Procurement under IBRD Loans and IDA Credits of May 2004, revised October 2006, and is open to all bidders from eligible source countries as defined in the Guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers of May 2004, revised October 2006.

Specific Procurement Notices (SPNs) for contracts to be bid under the World Bank's international competitive bidding (ICB) procedures and for consultancy services contracts will be announced, as they become available, in UN Development Business and dgMarket.
