CHONGQING URBAN ENVIRONMENT PROJECT (CUEP I & II)
Updated Procurement Plan (as of October 2007)
Loan No. 4561

The People’s Republic of China has received a loan from the International Bank for Reconstruction and Development in the amount of USD 200,000,000 equivalent toward the cost of the Chongqing Urban Environment Project (CUEP Phase I & II), and it intends to apply the proceeds of this loan to payments for goods, works, related services and consulting services to be procured under this project. Bidding for contracts financed by the International Bank for Reconstruction and Development will be governed by the procurement rules of the World Bank.

The Chongqing Urban Environment Project(Phase I & II) aims to provide a safe environmental setting for the sustainable long-term economic growth of urban areas in Chongqing Municipality.

With regard to CUEP-I, there are nine subcomponents: 1) Chongqing Wastewater will reduce the levels of pollution along the shores of the Jialing River and protect the overall quality of the Yangtze upstream of Three Gorges Project. 2) Chongqing Municipal Solid Waste Management will provide a higher standard of collection and cleansing service through gradual expansion of the solid waste collection service to areas that are underserved. 3) Fuling Waste Water Management will eliminate the random wastewater discharges to the Yangtze River, by collecting wastewater through a system of interceptors, conveying the water to a downstream location for treatment and discharge. 4) Wanzhou Water Supply will finance the extension of treatment plant and the construction of a new one. 5) Nanbin (Shizhu) Water Supply will improve the water supply to the city. 6) Water Quality Monitoring will set up facilities to provide essential system performance data, to measure project impact, and to develop a future environment and wastewater strategy. 7) Urban Management Information System (UMIS) will improve the management of urban construction and development by effectively using information management technologies. 8) Environmental Rehabilitation and Reconstruction will finance an immediate plan for infrastructure rehabilitation and promotion of conservation, heritage and tourism. 9) Institutional Strengthening and Training will support capacity building for managing urban environment and project and financial management. Among others, the CUEP-I will include the following goods, works and services:
- Construction of the Yangtze crossing tunnel (Construction work for tunnels)
- Supply, installation and commissioning of the Tangjiatuo pumping station and pretreatment plant and equipment (Pumping station)
- Supply, installation and commissioning of the Jiguanshi pumping station and pretreatment plant and equipment (Pumping station)
- Supplying waste collection vehicles and equipment.

By August 2007, four sub-components under CUEP-I have been entirely completed in terms of procurement and construction/consulting service, which respectively are Fuling, Wanzhou, Nanbin (Shizhu) and IST and Environmental Rehabilitation and Reconstruction has been completed through domestic funding. Ten contracts in total are remaining to be procured under four components - Chongqing Waste Water, Chongqing Solid Waste, Water Quality Monitoring and UMIS.

With regard to CUEP-II, there are eight sub-components: 1) Tongliang County Bachuan & Huaiyuan River Improvement Component; 2) Dazu County Laixi River Improvement Component; 3) Changshou District Taohuaxi River Improvement Component; 4) Wulong County River Improvement Component; 5) Bishan County Binan River Improvement Component; 6) Bishan County Bicheng Town Water Supply Component; 7) Beibei District Dongyang Water Supply Component; and 8) Jiangjing District Shuangfu Town Water Supply Component.

By August 2007, there only 2 sub-components have not been complete in terms of procurement, which respectively are Bishan County Binan River Improvement Component and Bishan County Bicheng Town Water Supply Component.

Generally speaking, there are eleven contract packages remaining to be procured, nine under CUEP-I and two under CUEP-II, which are recorded below.

Consulting services will be procured in accordance with the Guidelines: Selection and Employment of Consultants by World Bank Borrowers [May 2004] of the World Bank. Specific procurement notices for contracts to be bid under international competitive bidding (ICB) procedures will be announced, as they become available, in a national newspaper.
