II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR
SERVICES: The need for flexible resourcing has become evident whilst
reviewing capacity within the training team and planning workload for
pipeline projects.
The core steady state training team are scheduled to work on development
and delivery of cyclical steady state training courses leaving no capacity
to be able to additionally work on projects; without impacting on the
commitment to steady state training.
A proposal is offered in this document to address the need to have
flexible resource and how provision can be made accordingly.
The main Business Requirement for the adoption and implementation of
flexible resourcing are set out below:-
- Allowing the core training team(s) to focus on the development and
delivery of steady state training
- Effective management of resources allocated to discreet pieces of work
- Bring resource in as required, to cover specific areas of development
and delivery on projects for specified periods of time
- Knowledge retention increased as resource supplier will employ and
resource with dedicated ‘TfL’ personnel
Areas of Training have and are facing the following problems:
- Limited flexibility in training delivery over and above steady state
requirements
- Contractor resource is bought in currently to resource additional
requirements, resulting in a drain on the core team capacity whilst
conducting knowledge transfer and, potentially, increasing the cost to TfL
by having a contractor in position for longer than required
- Consistency of training development and delivery is compromised when
non-TfL staff are used
- Steady state training, historically, has been cancelled or postponed if
project deadlines are looming
Estimated cost excluding VAT:
Range: between 125 000 and 1 500 000 GBP.
