RFP - PROJECT MANAGEMENT SERVICES TO DEVELOP AN ADULT LITERACY CURRICULUM

Request for Proposal No. PDI-001-08

The Ontario Shared Services, Tender Administration Office, on behalf of Ministry of Training, Colleges and Universities invite prospective proponents to submit proposals for a provision of Project Management Services, as further described in the Request for Proposals (RFP) document No. PDI-001-08.

The term of the Agreement is to be for a period of sixteen (16) months. It is anticipated that the agreement will be executed beginning of September 2008.
Background

Project management services are required in the development of a draft Adult Literacy Curriculum package based on the Human Resources and Skills Development Canada (HRSDC) Essential Skills for the Literacy and Basic Skills (LBS) Program of Employment Ontario.

The project work will be carried out by a team of up to eight consultants, whose activity will be funded separately. The team will represent LBS delivery sectors—colleges, school boards and community based agencies—and delivery streams—Anglophone, Francophone, Aboriginal and Deaf.

The timeline of the project is September 2008 through December 2009. A draft curriculum package will be ready for field-testing in agencies delivering LBS Program beginning in January 2010.

The draft Adult Literacy Curriculum package will consist of four elements. First, it will include the common core of Essential Skills required for success in reaching five key transition goals: personal independence, employment, credit study, postsecondary study, and apprenticeship. Second, it will include an assessment framework adapted to this core of skills that has already been largely developed through an earlier initiative. Third, it will include curriculum materials exemplars, adapted from existing materials related to the Essential Skills. Fourth, it will include guidelines for an instructional approach matched to the Adult Literacy Curriculum that is outcomes-based and that utilizes contextualized learning.

The Adult Literacy Curriculum and the associated assessment framework are intended to enhance the effectiveness and efficiency of the LBS Program and to support the Employment Ontario performance management system.
