This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue No. 673 of February 28, 2006.

Georgia has received a credit from the International Development Association (IDA) toward the cost of the Irrigation and Drainage Community Development (IDCD) Project, and intends to apply part of the funds of this credit to payments for works under the contract for the Gully control within the zone of Kvemo Alazani irrigation scheme and cleaning of main canal from DM 398+40 up to DM910+20 (Contract No. IDCDP/CW/KVALAZ/ICB/21-2008).

Kvemo Alazani Irrigation scheme is located in Eastern Georgia, Kakheti District. Its Headworks is situated near Kondoli Village 150km away from Tbilisi. A weir (b=5.7m bottom width, ℓ=9,0m long, h=1.2-1.25m height of walls) is built at the crossing point of Kvemo Alazani Main Canal (at pk 362+03) and the Kardanakhi River gully. Shomiskhevi gully, which is a typical flash flood gorge crosses Kvemo Alazani Main Canal at pk 96+08. At the crossing point there is a weir (b=20m bottom width, h=1.5-1.8m height of walls) with two wing walls on both banks. Kvemo Alazani main canal crosses the channel of the Kisiskhevi River (at pk 23+44÷pk 25+00) through the gallery of ℓ=156m.

Rehabilitation sections of Kardanakhi and Shromiskhevi gullies are located in Gurjaani District, and that of Kisiskhevi – in Telavi District. The site is accessible via Tbilisi-Telavi highway and railway, which are located in 4÷30 kilometres away.

Sediment cleaning of Kvemo Alazani Main Canal is planned from pk 398+40 to 910+20. The rehabilitation site is a 51 km long section in Sighnaghi and Dedoplis Tskaro Districts. The are earth roads along nearly the whole length of the main canal. The site is accessible via Tbilisi-Tsnori-Dedoplistskaro motorway.

Basic quantities of construction works are as follows:

Cleaning of the Kisikhevi River channel up to Kvemo Alazani Main Canal (with the mean width of 90m), the total quantity – 560,011m3;

Cleaning of the Shormiskhevi River channel upstream and downstream Kvemo Alazani Main Canal (with the mean width of 30m), the total quantity – 218,095m3;

Cleaning of the Kardanakhi River channel upstream and downstream Kvemo Alazani Main Canal, the total quantity – 42,094m3;

Rehabilitation of the bridge across Shromiskhevi gully;

Cleaning of Kvemo Alazani Irrigation Scheme Main Canal from pk398+40 to pk910+20, the total quantity – 361,330m3.

Bidding will be conducted through the international competitive bidding procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997 and January 1999) and is open to all bidders from eligible source countries as defined in the guidelines.

Interested eligible bidders may obtain further information from and inspect the bidding documents at the MDF, at the address given below from 10:00 a.m. to 16:00 p.m..

A pre-Bid conference for the interested bidders to receive additional clarifications will be conducted at the address given below at 12:00 , September 1, 2008.

A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 200 GEL or its equivalent in a freely-convertible currency for each individual set of documents. Upon request, a bid document will be sent by courier service at the recipient’s expens. The method of payment will be by money transfer into the account below:

Bids shall be valid for a period of 90 days after Bid opening and must be accompanied by a bid security of 90‘000 Georgian Lari or its equivalent in a convertible currency and shall be delivered to the address below before 12:00. on September 19, 2008. Bids will be opened in the presence of the bidders who wish to attend on the same date in the same office at 12:00.. Late bids will be rejected.

Qualified domestic contractors may be eligible to receive a margin of preference of 7½ percent during evaluation for purposes of bid price comparison.
