SELECTION OF INDIVIDUAL CONSULTANT SERVICES

Request for Proposals for
Consultancy for the Baseline Study on Removing the Backlog of Land Cases

RFP Ref: 1301105/RFP/SIC/08/08

1. The Millennium Challenge Corporation (“MCC”) and the Government of the Republic of Ghana (the “Government”) have entered into a Millennium Challenge Compact (the “Compact”) for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Ghana in the amount of approximately five hundred and forty seven million USD (“MCC Funding”). The Millennium Development Authority (“MiDA”) on behalf of the Government intends to apply a portion of the proceeds of MCC Funding to eligible payments under a contract associated with this Request for Proposal (“RFP”). The interpretation and performance of the Contract, including payments by MiDA and restrictions on the use of MCC Funding, will be subject, in all respects, to the terms and conditions of the Compact. No party other than the Government and MiDA shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding

2. This Invitation for Proposals follows the General Procurement Notice that appeared in dgMarket on 09 July, 2008

3. MiDA now invites sealed Proposals to provide the consulting services shown above. More details on the services are provided in the Terms of Reference.

4. The RFP is open to all eligible Individual Consultants who wish to respond to the Request for Proposals Document. Association amongst Individual Consultants is not permitted.

5. A Consultant will be selected under the “Selection of Individual Consultants” method, the evaluation procedure for which is described in sections of the RFP in accordance with “MCC Program Procurement Guidelines” which are provided on the MCC website www.mcc.gov.

6. The RFP Document includes the following Sections:
Section 1: Instructions to Consultants
Section 2: Proposal Data Sheet
Section 3: Proposal Forms
Section 4: Contract Forms
Section 5: Terms of Reference

7. The SPN will be placed on the MiDA website at www.mida.gov.gh from the date of issue and prospective Consultants interested in submitting a Proposal should submit an e-mail, giving full contact details of the prospective Consultants to info@mida.gov.gh and ckpgh@charleskendall.com so that documents may be issued by MiDA.

8. The deadline for submission of proposals will be 10.00 a.m. (local time) on 5 September 2008 as shown on the cover of the RFP. A public opening of Proposals will not be held.

9. Upon receipt of this letter, please inform us in writing, or by electronic mail, at the address shown below:

(a) that you have received the Letter of Invitation; and
(b) whether you will submit a proposal.
