SUPPLY OF NETWORK CONSTRUCTION & INSTALLATION EQUIPMENT

IFB NO: GEDAP B 13/07

INTERNATIONAL COMPETITIVE BIDDING

1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue no. WB 4085-709/07 of 7th August 2007

2. The Government of Ghana has received a Credit from the International Development Association toward the cost of implementing the Ghana Energy Development and Access Project, and intends to apply part of the proceeds of this credit to payments under the contract for Supply of Network Construction and Installation Equipment, Bid No GEDAP B 13/07.

3. The Electricity Company of Ghana (ECG) now invites sealed bids from eligible bidders for Supply of Network Construction and Installation Equipment. The schedule below shows the quantity as well as the required delivery period.

Bidders shall quote for all the items under each lot in the required quantities. Bids will be evaluated and contract awarded per lot.

4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004 revised October 2006), and are open to all bidders from eligible source countries as defined in the Guidelines.

and inspect the bidding documents at the address given above from 09:00AM to 4 PM Monday to Friday

6. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address above and upon payment of a nonrefundable fee of $ 100 (US Dollars). The method of payment will be by cash, wire transfer or Bank Draft. Eligible bidders wishing to pay by wire transfer may obtain account information from the above office. The documents may be collected by hand at the above office or will be sent by courier at an additional cost of $ 10 for delivery in Ghana and $90 for overseas deliveries.

7. To be eligible for Award of Contract, Bidders shall provide satisfactory evidence to the Purchaser of their eligibility and of their technical and financial capacity to carry out the contract effectively in response to ITB11.1 (h) and section 3: Part 4 Post qualification requirement (ITB 38.2).

8. Bids must be delivered to the address shown below at or before 10:00 hours on 3rd October 2008. Bids must be accompanied by a bid security in the amounts stated in the table above. Late bids will be rejected. Bid Securities that do not accompany the Bid, but that are tendered after the time of close of Bids, will be rejected and the Bids will be declared non-responsive, irrespective of any evidence or notification prior to or after Bid Opening that the Security has been issued or is in the process of being issued by the Bank at the time of Bid opening. For that matter photocopies, FAX copies and copies other than the original of Bid Securities accompanying Bids will not be considered valid, and will be rejected.

9. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below immediately after 10:00 hours GMT on 3rd October 2008.
