SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:

Main site or location of works: North Nottinghamshire College, Carlton
Road, Worksop, Nottinghamshire, S81 7HP.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): - North
Nottinghamshire College is embarking on the redevelopment of its main site
on Carlton Road in Worksop. The current site is split in 2 by Carlton Road
with the East side for Carlton Road being retained and the main site to
the west being demolished, with the exception of Block E to the south. The
College currently occupies an estate of 16 506 m² distributed across 8
sites, of which it is anticipated that 4 824 m² will remain after
demolition works have been completed. The College intends to construct
around 10 000 m² of new build on the existing site in a phased sequence to
allow the College to remain fully operational throughout the development.
- It is noted that the conditions of participation are contained within
the Contract Notice Section III Legal, Economic, Financial and Technical
Information.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: - The College are seeking to employ a
Main Contractor under a Design and Build Contract for the demolition,
design, Construction, handover and Commissioning of a new College
development. - The scope of the construction works may include; Service
diversions, Asbestos removal, demolition, new build construction, fit out,
FF&E and External works. - The detailed design work will be carried out by
the main contractor, either through their in house design team or through
Novation of the Client Design team. - NOTE if you do not have design
capacity in house then you are required to get your design sub consultants
to complete the enclosed questionnaire as well. - It is noted that the due
to the phasing of the project the college may undertake an enabling works
package for the diversion of services, asbestos removal and Demolition
prior to the main contract works commencing on site.
Estimated value excluding VAT:
Range: between 20 000 000,00 and 30 000 000,00 GBP.

II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Starting:
3.8.2009. Completion: 6.8.2012.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: The Contracting Authority may
require a Parent Company Guarantee or a Performance Bond as well Product
Guarantees and/or Warranties.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Monthly payments in
arrears subject to Retention Fund, all in accordance with the provisions
set out in the JCT Suite of Contracts.
III.1.4) Other particular conditions to which the performance of the
contract is subject: Yes.
The College may require sectional completion of phases.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: - The
Request to participate must include 1 paper copy and 1 electronic copy of
evidence of the following: - Legal registration of company, registration
number, registered address, parent company registration and registered
address. - Current Enrolment on an appropriate professional or trade
registration Current Public Liability and Employers Liability, Third Party
and Professional Indemnity insurances, Contractors All Risk Insurance and
other Insurances, with levels of cover for a minimum of £10 000 000 GBPand
expiry dates.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: - The Request to
participate must include 1 paper copy and 1 electronic copy of the
following documentary evidence of the following - Summary of published
company audited accounts for the last 3 years along with a letter from the
Finance Director with a statement regarding the current ownership of the
company giving names of individuals and organisations and the percentages
held. - Legal registration for taxes, with registered address, tax
certificate number, expiry date and a copy of the certificate - Details of
any Group or Holding Company interest in participating tender - VAT
registration number in respect of Value Added Tax.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: III.2.3 Technical Capacity The Request
to participate must include 1 paper copy and 1 electronic copy of the
following documentary evidence of the following (this must also be
completed by any subconsultants undertaking design as part of the Mian
contractors offer. 1. Please Provide details of your Quality registration
eg BSI or ISO quality policy 2. Please provide details of your
Environmental policy and statement 3. Please provide details of your
Health and Safety procedures, policy and statements, and relate those to
working on a live education environment. 4. Please give details of your
supply chain you use for the key elements of the building contract on a
typical further education type development similar to this project. 5.
Please verify that you have similarly assessed your appointed
sub-contractors for H&S competence and resources in accordance with the
requirements of CDM (Details required). 6. Please provide the details as
listed below of the last 3 Further Education projects on which you have
carried out works of a similar nature and scope: - Project Names and
Locations - Project Capital Cost Value - Client Details - Outline Scope of
Work - Form of Contract - Areas of similarity (i.e. working in live
environments, multi phases) 7. Please provide Three References for similar
Further Education projects that may be contacted including; - Project
Name, - Client Organisation, - Contact Name, - Email Address, - Telephone
number, 8. Can your company take on a full design responsibility for a
project of this nature and is this an in house capability? If not please
provide names of the design organisations you would normally use to
undertake this role and state what scope of service they offer, how long
you have worked with them and on what projects (Please include all design
disciplines). Note: If you subcontract your design please ensure that they
complete the same questions as part of the submission. 9. Please provide
an organisation chart detailing how you would typically resource this
project with personnel including site manager(s), site supervisor(s) and
workforce numbers under each supervisor. Please include details of your
proposed design team. 10. Please provide a summary CV identifying evidence
of the competence of each of the managers, supervisors and lead designers
(incl. Architectural, M&E & Structural) identified in response to this
prequalification. This should include: - Name - Professional or Trade Body
memberships - Health & Safety training received in last 3 years -
Qualifications - Relevant Further Education experience - Demonstration
that the team will have the knowledge of the work to be undertaken. 11.
Please identify that your workforce employees receive appropriate health
and safety training in accordance with their scope of work
responsibilities, providing sample information (eg a Training Matrix).
Please ensure this includes all relevant CITB training for plant operators
etc. 12. Please identify details, if relevant, of any HSE enforcement
action taken against your organisation in the last 3 years. Such details
should include the actions your organisation has implemented to rectify
such matters (Nil returns are required). 13. Please provide a summary
record of any RIDDOR category accidents which your organisation has had to
report to the HSE in the last 3 years (Nil returns are required). 14. What
are you companies view on Novation of the Client design team. 15. What
value added solutions can your company bring to the college with regard to
innovative construction methods and can you provide examples. 16. Please
provide examples of how your company is aiming to reduce its Carbon
Footprint and embracing sustainable construction methods 17. Please
provide details of the methods you employ to ensure compliance with your
design duties under Regulation 11 of the Construction (Design &
Management) Regulations, including the competent resource that you would
allocate to this information 18. Please can you provide your companies
policy in relation to the Disability and Discrimination Act (DDA). 19.
Please provide your companies Equal Opportunities policy (Race Relations
Act 1976) which should include recruitment and Training and a statement on
how your company is working positively to reduce inequality with all
customers and employees.
