EXPRESSION OF INTEREST FOR PROVISION OF CONSULTANCY SERVICES FOR
HYDRO/THERMAL POWER DISPATCH SYSTEM UPGRADE

Introduction
This request for expressions of interest (EOI) follows the restructuring of the Songo Songo Gas Development and Power Generation Project Credit No. 3569-TA to obtain consultancy services inter-alia on Hydro/Thermal Power Dispatch System Upgrade.
The Government of the United Republic of Tanzania has received financing from the International Development Association (IDA) towards the cost of Songo Songo Gas Development and Power Generation Project. The Government intends to apply a portion of the fund savings from the above project to the eligible payments for Provision of Consultancy Services for Hydro/Thermal Power Dispatch System Upgrade for which this Expression of Interest (EoI) is advertised.

The Tanzania Electric Supply Company Limited (TANESCO) is a utility company owned by the Government of Tanzania its core business activities being generating, transmitting, distributing and selling electricity. TANESCO now invites eligible qualified consultants to express their interest in participating and submitting the Expression of Interest (EoI) to provide the following consulting services: Hydro/Thermal Power Dispatch System Upgrade.

Eligible Interested Consultants must provide information indicating that they are qualified to participate in providing the services (brochures, description of similar assignments, description of experience in similar conditions, availability of appropriate skills amongst staff and any other relevant information). Consultants may associate to enhance their qualifications.

Objectives

In the restructured Tanzanian power sector the current National Grid Control Centre (GCC) will become the System and Market Operator (SMO) in the new market. The current scheduling models do not comply with the requirements in the Market Rules. These models need be upgraded or replaced, and in this way it will not only comply with the Market Rules but also increase the efficiency, predictability and transparency of hydro/thermal generation decisions and use.

Therefore, the overall objective of having Consultancy Services is for the consultant to:
Implement a user friendly windows based upgrade of the existing scheduling models; ensure that the software solution will effectively model the short to medium term allocation requirements of TANESCO’s hydro/thermal generation and transmission facilities; the consultant shall also ensure that the software solution complies with requirements that will be contained in the Terms of Reference (ToR). Further the consultant shall ensure that the implemented models can be easily modified by the user to include additional plants (hydro and thermal) and transmission lines as required by the Power Systems Master Plan and shall also provide training and update operational manuals.

Scope of the Services

To achieve the above objectives the successful consultant shall perform the following consultancy services:

- Study the current operation of the system and confirm whether the requirements set fourth are achievable by the existing system or propose a new system that will be able to meet the requirements of the system and review the available historic information and provide recommendations on optimising the operation of the hydro/thermal power system, and the dispatch of the hydro and thermal power plants;

- Review historical load demand characteristics and patterns, developing different load scenarios, modelling of typical load shape, peak demand and consumption growth rate on daily, weekly, monthly, seasonal and annual basis and supply software that can do both medium term and short term scheduling and ensure that the software complies with the requirements of the Market Rules as outlined in the Terms of Reference (ToR).

-Implement a user friendly windows based upgrade for the existing scheduling models based on the requirements outlined in this document and make the model accommodate new hydro, thermal plants and transmission extensions earmarked in the Power Sector Master Plan and ensure it is relatively easy and quick to introduce new constraints and features and to modify as circumstances change and train TANESCO staff on the new features of the upgraded package.

It should be noted that the update and revision of data related to inflows and evaporation (hydrology) and upstream diversions (in catchments water use and projections) do not form part of this study and will be undertaken in a separate Water Resource Planning study commissioned by TANESCO. The existing hydrological and demand input data will be used for this task and will be updated with revised data from the TANESCO study as it becomes available in order to improve the accuracy of the scheduling model.

Selection

A successful consultant will be selected in accordance with the Guidelines Selection and Employment of Consultants by World Bank Borrowers dated May 2004 and revised on October 1, 2006.

Expression of interest (One (1) Original and Five (5) copies) with the accompanying materials should be submitted to the address below before or at 14.30 hours local time on 19th September 2008.

No proposals are required to be submitted at this stage. On the basis of obtained information from eligible interested consultants, TANESCO will prepare a shortlist of Consultants who will be invited through a Letter of Invitation including detailed Terms of Reference (TOR) to submit Request for Proposals (RFP).

Place, Date and Time of Opening

The Documents for Expression of Interest submitted to the above address shall be opened publicly in TANESCO Twiga Board Room immediately after 14.30 hours local time on 19th September 2008.

Late submission of the documents, portion of documents, electronic documents, documents not received, documents not opened at the opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
