This synopsis is issued as a notice of "Contract Action" in accordance with the requirements of FAR subpart 5.2. In addition it includes justification for use of a brand name specification. The solicitation is expected to be issued on or about August 25, 2008. The EPA intends to acquire a Cepheid Smartcycler model SC2500N6-1 system and accessories as stated herein. The EPA believes that the Cepheid Smartcycler is the only equipment capable of interfacing seamlessly with the existing EPA owned Cepheid Smartcycler model SC2500N6-1, utilizing the same proprietary Cepheid software which, when operating in tandem with the existing Smartcycler system, will maintain consistency and uniformly produce indistinguishable results. The EPA will be utilizing the Smartcyclers to analyze untested smaples stored from two years ago which must be compared with identical samples tested two years ago using the same equipment, methods, and criteria. Additionally, current samples may also be tested for comparison with the previous mentioned sample groups. Therefore, the introduction of a non-identical piece of equipment would introduce an unacceptable variable. The EPA believes that the Cepheid Smartcycler model SC2500NC-1 is the only equipment capable of meeting the requirements stated herein. The EPA intends to solicit sole source from Cepheid, Sunnyvale, CA the Smartcycler model SC2500N6-1. The EPA believes that the Cepheid Smartcycler model SC2500N6-1 is the only equipment capable of meeting the requirements stated herein. Any parties disagreeing with the above mentioned statement can provide documentation supporting such and should notify the listed Point of Contact. Interested parties may identify their interest and indicate their capabilities by responding to the requirement. This notice of intent is not a request for competitive proposals. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Please submit your response on or before August 22, 2008. This modification is issued to Solicitate a Smartcycler System Sole Source from Cepheid of Sunnyvale, CA 94089. The requirements for this Solicitation are as stated in the original Combined Synopsis/Solicitation dated August 6, 2008 and this amendment. No vendor responded that they are able to supply equipment which meets the requirements as stated in the August 6th announcement, therefore, confirming that only the Cepheid Smartcycler Model SC2500NG-1 System and accessories are able to meet agency needs. Please Quote 1 Each of the following equipment system Part Number SC 2400NG-1. Description Smartcycler System, 2 Units LTOP LS. Please include all accessories, freight chargers, delivery and discounts in your quotation. Payment will be made 30 days after the equipment is functional and passes acceptance inspection. Delivery is FOB Destination � North Chelmsford, MA 01863. Please submit your quote response on or before September 9, 2008.
