1. This Invitation for Bids follows the General Procurement Notice for
this Project that appeared in Development Business, issue no. 688 of
October 16, 2006.
2. The Republic of Albania has received a credit from the Development
Partners (World Bank, European Investment Bank and the Council of Europe
Development Bank) toward the cost of the Education Excellence and Equity
Project, and it intends to apply part of the proceeds of this credit to
payments under the Contract for Procurement of Basic Computer Equipment
for Schools.
3. The Ministry of Education and Science of the Republic of Albania now
invites sealed bids from eligible and qualified bidders for: "Supply and
Installation of Furniture for Computer Labs and Preschool Education".

Lot 3. Supply of Furniture for Preschool Education.

Lot 3. Supply of Furniture for Preschool Education.

2. Rectangular table for 6 children; pcs; 100.
3. Trapezoidal table for 3 children; pcs; 100.
4. Round table for 4 children; pcs; 50.
5. Boards for demonstrating children's work.; pcs; 100.

7. Wardrobe with 4 spaces and compartments for shoes and bags; pcs; 300.

Bidders may bid for one or any lots. Evaluation and Contract Award will be
done on a lot-by-lot basis. The Goods and Services shall be completed not
later 3 months from the date of contract signing.
4. Bidding will be conducted through the International Competitive
Bidding (ICB) procedures specified in the World Bank's Guidelines:
Procurement under IBRD Loans and IDA Credits, and is open to all bidders
from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from Mrs.V.
Merkaj, Head of Procurement Unit of the Ministry of Education and Science,
vmerkaj@mash.gov.al and inspect the Bidding Documents at the address (1)
given below from 10:00 AM to 4:00 PM, local time, from Monday through
Friday.
6. Qualifications requirements include: financial capability, experience
and technical capacity and usage requirements to Goods. A margin of
preference for eligible national contractors shall not be applied.
Additional details are provided in the Bidding Documents.
7. A complete set of Bidding Documents in English may be purchased by
interested bidders on the submission of a written Application to the
address (1) below and upon payment of a non refundable fee of 100 US$ or
in Albanian Lek at the exchange rate fixed by the Bank of Albania on the
day of payment. The method of payment will be bank transfer to the
following account:
Bank Name: Raiffeisen Bank, Tirana, Albania.
Account Name: Ministry of Education and Science.
Account Number: 0104030780.
All banking charges and fees related to the bank transfer shall be for the
bidder's account. Cashier's and certified checks are not accepted.
The bidding documents may be collected by an authorized representative of
the bidder at the address (1) below upon presentation to the Procurement
Unit of the Ministry of Education and Science of the Republic of Albania
documents confirming payment of the non refundable fee to the above
account. The bidding documents may also be sent to the bidder by courier
at no additional charge to the bidder following the receipt by the
Procurement Unit of the Ministry of Education and Science of the Republic
of Albania of a written request quoting tender number MOES/ICB/G/002/08,
providing address of delivery, contact details, and document confirming
payment of the non refundable fee to the above account.
8. Bids must be delivered to the address (1) below at or before 12:00
noon, on 11 September 2008. Electronic bidding will not be permitted. Late
bids will be rejected. Bids will be opened in the presence of the bidders'
representatives who choose to attend in person at the address (2) below at
12:00 noon on 11 September 2008. All bids must be accompanied by a Bid
Security in amount of:
Lot 1: 16,000 US$.
Lot 2: 19,000 US$.
Lot 3: 3,000 US$.
Or an equivalent in a freely convertible currency.
