For Consultant Agency to Manage and Operate Innovation Initiatives in Kabul, Afghanistan

1. This request for expression of interest (EOI) follows the general procurement notice for this project, the Afghanistan HIV/AIDS Prevention Project that appeared in the UN Development Business No. WB1779-703 of May 7, 2007.

2. The Government of Afghanistan has obtained a grant from the International Development Association and intends to apply an amount for innovation initiatives and their management. Innovation initiatives are small to medium scale projects focused on prevention and control of HIV/AIDS through multi-sectoral approaches. They will be implemented by various agencies, including government departments, community NGOs, and private firms according to the project’s results framework. The funds for innovation initiatives will be administered by a consultant agency, that is consultant firm, selected through competitive tender.

3. These Terms of Reference describe the management and operation of the funds for innovation initiatives. The consultant agency will organize call for proposals for innovation initiatives grants, collate and examine proposals from private sector, NGOs, and line ministries, award contracts to selected applicants, manage the release of funds to awarded entities based on performance, and supervise implementation of the contracts.

4. Interested consultants must provide information on their qualifications to perform the above mentioned services. Interested consultants are invited to submit reports of past and current activities and other documents describing:
a. Experience as donor or procurement agent for small project grants, facilities, or funding.
b. Experience in Afghanistan
c. Last annual audit report of agency

5. A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrower (current edition). The procurement rules of this contract will be Fixed Budget selection (FBS).

6. Interested consultants may obtain further information at the address below from 0900 to 1500 hours Kabul time.

7. Expressions of interest must be delivered by the address below by 10 September 2008 at 1500 hrs Kabul time. All EOI applications should be provided in hard copy to the address below. In addition, all applicants should confirm their submission by email to the address below.
