1. This request for expression of interest follows the general procurement notice for this project, the Afghanistan HIV/AIDS Prevention Project that appeared in the UN Development Business No. WB1779-703 of May 7, 2007.

2.. The Government of Afghanistan has received grant from the International Development Association and intends to apply part of the grant proceeds to make payments under contracts to prevent further spread of HIV through injection of drugs for up to 100 injecting drug users in Kabul and thereby to reduce the adverse health, social, and economic impact of HIV on IDUs, as part of essential harm reduction services.

3. The Ministry of Public Health now invites eligible consultant firms to indicate their interest in providing opioid substitution services in Kabul.

4. These services include providing OST using accepted protocols and guidelines. The firm will be responsible for procurement of medications, recruitment of staff, for recruitment of participants, and all formal agreements with local authorities. The firm will be responsible for training, control and security of medications, assessment, provision of services and counseling, and supervision of staff and participants. The firm will be required to provide quarterly reports on progress according to the accepted plan.

5. Interested consultant firms must also provide information that they are qualified to perform the services for target groups and contracts for which they express interest through reports of past and current activities and other documents describing:
a. experience in providing harm reduction services to Injecting Drug Users specially in post-conflict situation.
b. working experience at community level in the region country (ies);
c. experience working with IDUs related to HIV prevention.
d. experience working with in private/public partnership across relevant sectors.
e. date of establishment,
f. auditors and audit reports.

6. A consultant firm may associate to enhance their qualifications. The maximum number will be 4 firms.

7. A consultant firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrower (current edition).

8. Interested consultant may obtain further information at the address below from 0900 to 1500 hours Kabul time.

9. Expressions of interest must be delivered by the address below by 10 September 2008 at 1500 hrs Kabul time. Because of the difficulty of postal communication, expressions of interest may also be sent by email to the address below.
