5. Qualification and background requirements for this position include:

• At least have university degree in a relevant field such as business or public administration, law, economics and/or political and social science
• Around ten years professional experience in a role similar to that envisaged by these Terms of Reference
• Fluency in written and spoken in national languages (Dari, Pashto) and English. Fluency in written and spoken of any other language would be an advantage.
• Experience in working with donor agencies
• Excellent interpersonal skills
• Demonstrated maturity, judgment and undoubted integrity
• Sound decision-making, managerial and negotiating skills
• Working knowledge of project management software, as well as Microsoft Word, Excel and Powerpoint
• Ability to foresee the needs of the POC and PSU and respond in a proactive manner.
• Familiarity with legal and financial systems
• To be an Afghan National is an advantage
• Around ten years professional experience in a role similar to that envisaged by these Terms of Reference is an advantage
• Familiarity with World Bank is an advantage

EXPRESSION OF INTREST

The government of the Islamic republic of Afghanistan has received financing from the World Bank toward the cost of the Afghanistan Justice Sector Reform Project (AJSRP). The project’s objective is to strengthen the centralized state justice system in Afghanistan and increase access to justice for the Afghan people. More specifically, the AJSRP is designed to enhance the capacity of the Afghan justice institutions to deliver legal services. The project will finance investment and technical assistance as a means to strengthen human capital and physical infrastructure management, augment the skills of justice sector professionals, and enhance the physical infrastructure used to deliver legal services. The project is also intended to empower the Afghan people through provision of legal aid and education on legal rights and obligations.

Ministry of Justice now invites expression of interest (EOI) from eligible individual consultants having experience in the areas of Justice Sector Reform. Interested individual consultant must provide information indicating that he/she is qualified to perform the services.

2. The AJSRP is financed through the Afghanistan Reconstruction Trust Fund. AJSRP Phase 1 is the first phase of the World Bank’s planned support for the Government of Afghanistan’s National Justice Sector Strategy (NJSS) and National Justice Program (NJP). The aim of this first project is to implement a set of quick impact sub-projects, visible to the Afghan people, while also preparing a foundation for a subsequent more robust and longer term ARTF-supported project (Phase 2).

Project Implementation Structure

3. The Government of Afghanistan will implement AJSRP Phase 1 over the next two years. A Program Oversight Committee (POC), which comprises the Chief Justice, the Minister of Justice, the Attorney General, and the Minister of Finance, will oversee project implementation. A Project Support Unit (PSU) will be responsible for effective execution of the AJSRP in compliance with the ARTF Grant Agreement. The PSU will also serve as the secretariat of the POC and will monitor and coordinate the NJP.

Scope of Work

4. The key responsibilities of the Project Director will be the establishment and management of the PSU. More specifically, the Project Directors’ responsibilities will include (but are not limited to):
• Recruiting the staff of the PSU and making arrangements for the establishment, and equipping, of the PSU office (under the guidance of the POC)
• Managing the PSU’s operations, under the guidance of and reporting to the POC
• Developing and/or updating, and ensuring the observance of, Project Implementation and Procurement Plans (under the guidance of the POC and in cooperation with the PUs in the Supreme Court, Ministry of Justice and Attorney General’s Office)
• Ensuring effective operation of the PSU (including the preparation of work plans, and operational policies and manuals)
• Supporting the POC (organizing and attending its meetings, and reporting to the POC on the NJP and AJSRP)
• Developing and ensuring the application of monitoring and evaluation systems for the AJSRP and NJP
• Reporting on project progress to the Bank (in accordance with the Grant Agreement)
• Meeting regularly and cooperating with the PUs in the Supreme Court, the Ministry of Justice and the Attorney General’s Office
• Maintaining regular communication with the Board of Donors about AJSRP and NJP progress
• Monitoring and coordinating NJP activities.
• The Project Director will report to the POC through the POC Coordinator and to the Bank (in accordance with the Grant Agreement).

6. The Project Director will be employed on a two-year contract with a three-month probationary period.

7. The consultant will be selected in accordance with procedure set out in the World Bank’s Guideline: selection and employment of consultant by World Bank Borrowers may 2004.
