Expressions of interest

This request for expression of interest follows the general procurement notice for this project that appeared in Development business No 673 dated February 28, 2006.

The Federal Democratic Republic of Ethiopia (hereinafter called “Borrower”) has received financing from the International Development Association (IDA) (hereinafter called “Credit”) toward the cost of Public Sector Capacity Building (PSCAP) Support Project. The Borrower intends to apply a portion of the funds to eligible payments under the contract “Engage International Consulting Firm to install Balanced Scorecard Based Performance Management System in Ethiopia Civil Service."

The service includes:
1. To review the current design of the governance structure and clarify linkage
between performance systems with the wider operating business context
2. To facilitate development of the BSC approach in the public sector to measure and manage performance at organization, team and individual employee levels as a lever for change in developing a more performance oriented culture.
3. To train the core team of local experts who will be engaged in supporting and providing training to government institutions on how to clearly apply the performance management system.
4. to support the application of the performance management system in 3-5 selected Federal and Regional government institutions and pave the way to transfer the experiences to be gained to other agencies.
5. To develop a procedure manual that minimizes the administrative burden of measuring performance to articulate and track strategy implementation.
6. To undertake background studies to develop efficient and effective data collection system and appropriate information technology across the public sector etc.

The Ministry of Capacity Building now invites eligible Independent Consulting Firms to indicate their interest in providing the services. Interested consultant firm must provide information indicating that they are qualified to perform the services (documentary evidence of related experience of the assignment, and knowledge of local conditions).

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 edition revised October 1, 2006).

Interested consultants firms may obtain further information at the address below, from 9 AM- 5:30 PM (Local Time).

The expression of interest must be delivered to the above address on or before September 26, 2008 5:30 P.M. (Local Time).
