European system of reference laboratories for pathogens for humans.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The aim is to
seek and provide rational bases for a European system of reference
laboratories for pathogens for humans; the notifiable diseases are listed
in European Commission Decision No 2119/98. The research activities
involved must also include structural, functional, technical, legislative
and economic aspects. This entails giving, after analysis, an overall view
of the current situation of reference laboratories in the different Member
States, including important features for their development and their
networking at national and international levels. This last point is a
prerequisite for satisfactorily completing research and responses in the
event of epidemic outbreaks. Special attention needs to be paid to the
number of laboratory staff and their skills, the monitoring equipment and
systems, effective involvement should diseases appear, the quality-control
system adopted (ISO standards/method) and the workload related thereto. It
is of vital importance to define the critical workload threshold below
which a reference laboratory cannot operate in accordance with the
pre-established quality standards.

III.1.1) Deposits and guarantees required: The contractor will be
required to set up a financial guarantee in the form of a bank guarantee
or equivalent issued by a bank or an approved financial institution (the
guarantor) for 30 % of the total value of the contract entered into, to
cover pre-financing envisaged under the contract. This guarantee may be
replaced by the joint and several guarantee of a third party (see 'Article
II.4 — Payments' in the model contract appended to the specifications).
