REQUEST FOR EXPRESSION OF INTEREST
Human Resource Development Adviser (international consultant)

1. This Request for Expression of Interest follows the General Procurement Notice for the Public Financial Management Reform Program and the Public Financial Management and Accountability Project that appeared in United Nations Development Business, issue 690 dated 16 November 2006.

2. The Royal Government of Cambodia (RGC) through the Ministry of Economy and Finance (MEF) has received a Multi-Donor Trust Fund Grant No. TF054547 and Grant No. H241-KH from the International Development Association (IDA) towards the costs of the Public Financial Management Reform Program (PFMRP) and Public Financial Management and Accountability Project (PFMAP).

3. The Royal Government of Cambodia represented by the Ministry of Economy and Finance has appointed Crown Agents as Procurement Agents for selected World Bank funded projects in Cambodia.

4. The Ministry of Economy and Finance, Reform Committee Secretariat (RCS) as the implementing agency for PFMRP and PFMAP intends to use part of the proceeds of the grants for the services of Human Resource Development Adviser (international consultant). The Adviser will assist the MEF in respect of all of the activities in the reform programme falling into the functional area covered by the post and related to the implementation of stage two of the capacity development plan. The Adviser shall, among other tasks, provide advice and support in the implementation of the following activities:
(i) Organizational development relevant to Stage 2 including complete functional reviews of all MEF departments and financial development in LMs. Develop and implement strategic plan for each department, develop approach to production and dissemination of system manuals, introduce policies for MEF IT management strategy, department capacity building, effective use of technical assistance, recruitment of advisers to support the capacity development plan,. Improve work practices through increase use of technology.
(ii) Human resource development relevant to Stage 2 including establishment and development of cadre of fast streamers, external recruitment in key skill deficiency areas, development of job rotation policies, development of retention plans in key skill areas.
(iii) Motivational development relevant to Stage 2 including review and further develop the MBPI scheme encompassing broader range of recipients, develop measures to support those whose jobs are affected by process and organisational change, develop demand led approach to access to training, develop awareness of and participate in the capacity development plan.
(iv) provide support to those other activities implicated in the reform program as necessary;
(v) support periodic reviews of the Work Plans of the Departments contributing to these activities in general and the Capacity Development Plan in particular to ensure that they are adequate to fulfil the programme objectives.
The assignment is expected to be carried out in Cambodia for up to 80 days, to be delivered within one year of the commencement of the assignment, with the possibility of extension for up to a further 2 years subject to needs and satisfactory performance.

5. The successful Individual Consultant shall have the following qualifications and experience:

6. Acting on behalf of the Public Financial Management Reform Program and the Public Financial Management and Accountability Project, Crown Agents invites expressions of interest from qualified and experienced international individual consultants to undertake the above-mentioned services. The consultant shall be selected in accordance with the procedures set out in Section V, Selection of Individual Consultants under the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published in May 2004, revised in October 2006.

7. Interested individual consultants in submitting their expressions of interest must provide copy of their updated curriculum vitae, indicating personal and technical skills, academic qualifications, experience in similar assignments, experience in Cambodia and/or other developing countries along with the names of at least three (3) referees with contact information (e-mail address, telephone or fax numbers).

8. Consultants may obtain copies of the detailed Terms of Reference (in English) for the assignment from the address below during office hours from 08:30 to 12:00 hours and 14:00 to 17:30 hours.

9. Expressions of interest must be submitted to the address below on or before 10 September 2008 before 17:30 hours (local time).
