Request for Expressions of Interest
International School Facilities Technical Advisor

1. This Request for Expression of Interest follows the General Procurement Notice for this Project that appeared in United Nations Development Business, issue no. 729 of 30 June 2008.

2. The Royal Government of Cambodia through the Ministry of Economy and Finance has received a grant (Grant No. TF 092097) from the International Development Association (IDA) towards the costs of the Education Sector Support Scale Up Action Programme. The objective of the Programme is to assist the Kingdom of Cambodia to speed up the progress towards improved grade 1 right-age entry, net enrollment, retention, progression rates and grade 6 completion rates in primary education. The Programme is expected to be implemented in September 2008 through September 2011.

3. The Royal Government of Cambodia represented by the Ministry of Economy and Finance has appointed Crown Agents as Procurement Agents for selected World Bank funded projects in Cambodia.

4. The Ministry of Education, Youth and Sports (MOEYS) as the implementing agency for the Project, intends to use part of the proceeds of the grant for the services of a qualified International Technical Advisor. The Advisor shall provide technical assistance to the MOEYS staff as he(she) will work collaboratively with MOEYS personnel, the Facilities Director, and Department of Material and State Property (DMSP) staff in planning for school construction funded by ESSSUAP. He will among others, undertake the following: 1) prepare a school classroom construction program; 2) update as needed a user friendly school construction manual; 3) ensure conformity to ESSUAP construction criteria and quality classroom construction; and 4) assistance in project monitoring and evaluation and provision of quality plans and reports. The services are expected to be undertaken in three years.

5. The consultant is expected to have the following qualifications:

• Master Degree in Architecture or Engineering with minimum of 10 years experience in small infrastructure construction in developing countries;
• Evidence of responsibility for successful implementation of school construction against budgets totaling a minimum of USD 5 million;
• Evidence of successful experience with community based construction
• Significant school construction experience in Cambodia an advantage; and
• Fluency in Khmer language an advantage.

6. Acting for and on behalf of the Ministry of Education, Youth and Sports, Crown Agents request expressions of interest from qualified and experienced individual consultants to undertake the aforementioned services. The successful applicant will be selected in accordance with the procedures set out in Section V, Selection of Individual Consultants under the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, revised in October 2006.

7. In submitting expressions of interest, interested international individual consultants must provide a copy of their updated curriculum vitae, indicating personal and technical skills, academic qualifications, experiences in similar assignments and names of at least three (3) referees with contact (phone or fax and e-mail address). Expressions of Interest may be submitted electronically.

8. Interested individual consultants may obtain copies of the Terms of Reference (in English) for the assignment from Monday to Friday between 0830 to 1730 hours, from the address bellow.

9. Expressions of interest must be submitted to the address below on or before 17:30 hours, 10 September 2008.
