Eligibility of Bidders:

The consultant is expected to have the following qualifications:

• Post -graduate degree in an area of accountancy, economics. management, business administration, engineering, or other relevant fields;
• A total of 10 years of international experience in carrying out procurement activities, establishing procurement system and capacity building, including minimum of 5 years of public sector procurement experience;
• Demonstrated monitoring and evaluation skills;
• Ability to compile and produce high quality reports,
• Fluent English communication skills;
• Demonstrated sensitivity and skills in working cooperatively in cross cultural context including willingness to travel extensively within Cambodia;
• Knowledge of the Royal Government of Cambodia’s public procurement regulations and procedures, as well as the Standard Operating Procedures and Procurement Manual for World Bank and Asian Development Bank assisted projects, including policies and processes of the Ministry of Economy and Finance will be a distinct advantage;
• Knowledge of auditing; and
• Previous experience in collaborating with the World Bank and/or Asian Development Bank is considered a plus

Request for Expressions of Interest
International Procurement Advisor

1. This Request for Expression of Interest follows the General Procurement Notice for this Project that appeared in United Nations Development Business, issue no. 729 of 30 June 2008.

2. The Royal Government of Cambodia through the Ministry of Economy and Finance has received a grant (Grant No. TF 092097) from the International Development Association (IDA) towards the costs of the Education Sector Support Scale Up Action Programme. The objective of the Programme is to assist the Kingdom of Cambodia to speed up the progress towards improved grade 1 right-age entry, net enrollment, retention, progression rates and grade 6 completion rates in primary education. The Programme is expected to be implemented in September 2008 through September 2011.

3. The Royal Government of Cambodia represented by the Ministry of Economy and Finance has appointed Crown Agents as Procurement Agents for selected World Bank funded projects in Cambodia.

4. The Ministry of Education, Youth and Sports (MOEYS) as the implementing agency for the Project, intends to use part of the proceeds of the grant for the services of a qualified international Procurement Advisor to provide technical assistance to the Procurement Unit of the MOEYS. The Advisor will be responsible to the Programme Management Committee (PMC) for the effective management of procurement for MOEYS, as well as supporting and servicing ESSSUAP in all procurement matters, including support to the activities and staff of the Procurement Unit and procurement capacity building. The services will be undertaken in 12 months with possible extension subject to perceived business need and satisfactory performance.

6. Acting for and on behalf of the Ministry of Education, Youth and Sports, Crown Agents request expressions of interest from qualified and experienced international individual consultants to undertake the aforementioned services. The successful applicant will be selected in accordance with the procedures set out in Section V, Selection of Individual Consultants under the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, revised in October 2006.

7. In submitting expressions of interest, interested international individual consultants must provide a copy of their updated curriculum vitae, indicating personal and technical skills, academic qualifications, experiences in similar assignments and names of at least three (3) referees with contact (phone or fax and e-mail address). Expressions of Interest may be submitted electronically.

8. Interested individual consultants may obtain copies of the Terms of Reference (in English) for the assignment from Monday to Friday between 0830 to 1730 hours, from the address below.

9. Expressions of interest must be submitted to the address below on or before 17:30 hours, 10 September 2008.
