Eligibility of Bidders:

The consultant is expected to have the following qualifications:

• Master Degree in Accounting or Financial Management with the ability to work individually and provide training;
• A total at 10 years of international work experience in financial management with the ability to work individually and provide training, including minimum of 5 years of public sector funding (World Bank or Asian Development Bank) with proven ability to meet donor financial management requirements;
• sound financial management and accounting knowledge in public sector and semi-public sector operations including knowledge of Ministry of Economy and Finance accounting polices and procedures;
• experience in designing, implementing and operating computerized FM systems and annual accounting and reporting systems, including proven ability to utilize Peachtree accounting software;
• knowledge and understanding of international accounting standards, cash basis accounting and demonstrated ability to apply those standards to financial operations and activities;
• experience and demonstrated ability in program financial monitoring and evaluation including preparing financial reports and annual financial statements on cash accounting;
• ability to analyze financial performance and to provide meaningful financial reports
• proven ability to supervise staff, organize works schedules and meet deadlines; and
• fluency in Khmer language an advantage

Request for Expressions of Interest
International Finance Advisor

1. This Request for Expression of Interest follows the General Procurement Notice for this Project that appeared in United Nations Development Business, issue no. 729 of 30 June 2008.

2. The Royal Government of Cambodia through the Ministry of Economy and Finance has received a grant (Grant No. TF 092097) from the International Development Association (IDA) towards the costs of the Education Sector Support Scale Up Action Programme. The objective of the Programme is to assist the Kingdom of Cambodia to speed up the progress towards improved grade 1 right-age entry, net enrollment, retention, progression rates and grade 6 completion rates in primary education. The Programme is expected to be implemented in September 2008 through September 2011.

3. The Royal Government of Cambodia represented by the Ministry of Economy and Finance has appointed Crown Agents as Procurement Agents for selected World Bank funded projects in Cambodia.

4. The Ministry of Education, Youth and Sports (MOEYS) as the implementing agency for the Project, intends to use part of the proceeds of the grant for the services of a qualified international Finance Advisor. The Advisor shall provide technical assistance to the MOEYS staff as he(she) will work collaboratively with them towards (a) building institutional capacity for enhanced Financial Management (FM) within MOEYS and (b) ensuring effective Financial Management for all components of ESSUAP. The services shall include both on-the job and regular formal training to MOEYS staff involved in financial management activities of the Programme. The services will be undertaken in 12 months with possible extension subject to perceived business need and satisfactory performance.

5. The consultant is expected to have the following qualifications:

6. Acting for and on behalf of the Ministry of Education, Youth and Sports, Crown Agents request expressions of interest from qualified and experienced individual consultants to undertake the aforementioned services. The successful applicant will be selected in accordance with the procedures set out in Section V, Selection of Individual Consultants under the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, revised in October 2006.

7. In submitting expressions of interest, interested international individual consultants must provide a copy of their updated curriculum vitae, indicating personal and technical skills, academic qualifications, experiences in similar assignments and names of at least three (3) referees with contact (phone or fax and e-mail address). Expressions of Interest may be submitted electronically.

8. Interested individual consultants may obtain copies of the Terms of Reference (in English) for the assignment from Monday to Friday between 0830 to 1730 hours, from the address bellow.

9. Expressions of interest must be submitted to the address below on or before 17:30 hours, 10 September 2008.
