The Government of Sri Lanka has received a loan from the Asian Development Bank ("ADB") towards the cost of the North East Community Restoration and Development Project - II (NECORD - II) and it is intended that part of the proceeds of this loan, will be applied to eligible payments, under the contracts for civil work, detailed below.
The Chairman, Vavuniya District Project Procurement Committee on behalf of' the Project Director, NECORD Project, hereinafter referred to as the Employer, now invites sealed Bids from eligible Bidders for the following contract, under the Project.
Bid is open to all contractors who are determined to have the following qualifications: (i) Registration as a contractor of a grade specified in the above table under the scheme of National
Registration and Grading of Construction Contractors developed by the Institute for Construction Training and Development (ICTAD). (ii) Either has satisfactorily completed at least two similar contracts within the past five years and has a satisfactory track record of work carried out during the past five years. Certificates from clients and / or consultants should support all work. Bidders are required, to give a full list of all works carried out during this period.
iii) Shall have sufficient Bid capacity to undertake the work, calculated in accordance with ICTAD guidelines. (iv) Shall not be under a declaration of ineligibility for corrupt or fraudulent practices or unsatisfactory Performance of work. (v) Be able to produce the contractor's updated record book before Bid Documents are issued.
The maximum number of contracts allowed to any contractor will be three under the projects implemented by NECORD including any contracts presently being implemented as at the date of bids close in response to this invitation.

Bid documents can be purchased from 1 5th August 2008 up to 25th August 2008 between 9.30 am and 3.00 p.m. on working days from the above office on payment of a non refundable fee of Rs. 1,000/= for each bid.
The Bid will be comprised .of the doeutneniaiioiyjiecessary for the pre qualification of the Bidders as well as the Priced Bid submitted-separately’ in two scaled envelopes, and must be delivered in accordance with the place, date and time mentioned in paragraph 8 hereof.
Sealed Bids accompanied by the appropriate bid security shall reach The Chairman, NECORD District Procurement Committee, NECORD District Project Office, Kachchieri, Vavuniya before 4.00 p.m. on 01st September 2008. Bids will be opened immediately thereafter. Bidders or their authorized representatives may be present.
A Pre-Bid meeting will be held on 26th August 2008 at 11.30 a.m. at Kachcheri. Vavuniya.
The Employer will not be responsible for any costs or expenses incurred by Bidders for the preparation or delivery of Bids.
