III.2.1) Personal situation of economic operators, including requirements

the tenderer must submit evidence of his capacity to perform the contract.
The evaluation committee will examine the offers to ensure that the
information requested in the selection criteria has been provided and that
the tenderer fulfils all these criteria. Offers which fail to include some
of the information requested, may be rejected outright.
In the case of a consortium submitting an offer, each member of the
consortium must provide the required evidence. For 'technical capacity'
the evidence provided by each member of the consortium will be checked at
consortium level to ensure that the consortium fulfils the criteria.
Minimum level(s) of standards possibly required:
the tenderer must be able to prove that he is in a stable financial
position.
Evidence of this capacity must be provided by:
— a statement of the undertaking's overall turnover and its turnover in
respect of the services to which the contract relates for the previous 3
financial years.

evaluating if requirements are met:
the tenderer must have the following technical capacity to perform the
contract:
— at least 3 years' experience in providing copywriting, editing and proof
checking services.
Ability to correspond with EU-OSHA via electronic mail and work with
Microsoft Office compatible documents and Adobe Acrobat. Ability to
provide writers with native speaker standard language skills. Ability to
provide writers with experience of writing appealing copy for various
audiences (general public, the media, health and safety specialists).
Minimum level(s) of standards possibly required:
evidence of this capacity must be provided by:
— a detailed list of the principal services provided in the past 3 years
including the value, dates and recipients of the services provided. A list
of the tenderers technical equipment. CV's of the writers editors and
proof checkers proposed.

1. appropriateness of the proposed team which will provide the services

2. consistency of the proposal (including simulation exercises) in respect
of the services requested; weighting: 15;
3. originality, relevance and preciseness of approach; weighting: 15;
4. turnaround time; weighting: 10;
5. Price; weighting: 30.
