SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Call for applications from economic operators active in the field of
handling and/or transport of banknotes to take part in the work of a task
force on banknotes circulation in Belgium and take part in the possible
second and third phases.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): In its capacity
as the Belgian central bank, the National Bank of Belgium (hereafter
referred to as "the Bank") is entrusted by law with the task of ensuring
the quality of circulation of euro-denominated banknotes in Belgium and
has also been given a role in the fight against counterfeiting. In the
context of these general interest tasks, the Bank wishes to check the
authenticity and appearance of euro banknotes in circulation in Belgium on
its own machines twice a year per banknote. In order to guarantee maximum
efficiency and security for all stakeholders concerned, the Bank is
considering granting a limited number of operators, who meet the criteria
set by the Bank and who are selected on the basis of their respective
offers, the right to carry out their banknotes handling activity in an
adapted and secure infrastructure set up within some of the Bank's
branches, for a minimum duration currently estimated at 13 years
(including a period of prior notice currently estimated at 5 years). This
project could be implemented in three separate stages: - the
establishment, in October 2008 at the latest, of a task force that, after
an exchange of views between the Bank and the operators involved, allows
to determine the needs and expectations in the area of banknotes handling
and transport and specify the outline, conditions and implementing
arrangements for the project, - setting up, from mid-2009 according to
estimates, a pilot project in the Bank's branch in Kortrijk and possibly
also in the Mons branch, which could be operational by the beginning of
2011, - if the assessment of the pilot project turns out to be positive
for the Bank and indicates that there is strong enough interest among the
operators, the project may then be gradually extended, from the beginning
of 2012, to some of the Bank's other branches (such as Liège, Antwerp,
Brussels and possibly Hasselt). Within the context of the first phase of
the above project, the Bank is issuing a call for applications from
economic operators interested in participating in the afore-mentioned task
force. The candidates' attention is drawn to the fact that publication of
this notice by the Bank does not involve any obligation for it to actually
grant them the right to carry out their banknotes handling activity in
some of its branches; the Bank reserves the right to unilaterally end the
project at any time, without prior notice and with no compensation of any
kind. Conversely, submission of an application does not entail any
commitment on the part of the candidate to actually participate in the
subsequent stages of the project. However, only participants in the
above-mentioned task force will, if the need arises, be admitted to take
part in the subsequent phases of the project.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: Applications to participate in the
task force may be made either by one single legal entity, or by a grouping
of several legal entities. In the latter case, the conditions for
participation must be fulfilled at the level of the whole grouping and not
by each of its individual members; moreover, a single contact person must
be designated by the grouping.
III.1.4) Other particular conditions to which the performance of the
contract is subject: Yes.
Candidates must: - have as a main activity the handling and/or transport
of banknotes for a third party, and - be able to prove solid experience in
one of these sectors, and - be in possession of a licence to operate as a
money transporter issued by the Minister of the Interior or undertake to
fulfil the necessary conditions to obtain this licence within a fixed
time-limit.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Be
established in one of the Member States of the European Union or the
European Free Trade Association.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: — Have handled and/or
transported at least 250 000 000 banknotes in the course of each of the
years 2005, 2006 and 2007, - have, for the last 3 closed accounting years,
met all tax, social security and financial reporting obligations, - at the
end of the last accounting year for which figures are available, have
equity of at least 1 000 000 euro.

not concern a public procurement tender but rather a voluntary market
consultation by the Bank, in order to invite economic operators active in
the field of handling and/or transport of banknotes to take part in the
work of a task force on banknote circulation in Belgium and in the
possible subsequent phases two and three. Whilst striving for maximum
openness and equality of treatment and seeking to give the consultation
wide publicity, the Bank has chosen to submit this project to a
consultation procedure under the assumptions and conditions described in
this document. 2) Way of submission: Interested parties are invited to
submit an application by sending by registered post the duly completed and
signed form that can be found at the following internet address:
