REQUEST FOR EXPRESSION OF INTEREST
Executive Director (National Individual Consultant)

1. This Request for Expression of Interest follows the General Procurement Notice for the Rural Electrification and Transmission Project (RETP) that appeared in United Nations Development Business, issue 681 dated 30 June 2006.

2. The Royal Government of Cambodia (RGC) through the Ministry of Economy and Finance (MEF) has received a Credit No. 3840-KH from the International Development Association (IDA) and Global Environment Facility Trust Fund Grant No. TF053036-KH towards the costs of the Rural Electrification and Transmission Project (RETP). The objective of the Project is to encourage private development of mini-grids based on diesel and/or renewable energy sources by implementing a wide range of activities including strengthening and expanding of Cambodia’s existing generation, distribution and transmission capacity, technical assistance for capacity building, institutional strengthening and operational support and rural electrification.

3. The Royal Government of Cambodia represented by the Ministry of Economy and Finance has appointed Crown Agents as Procurement Agents for selected World Bank funded projects in Cambodia.

4. The Rural Electrification Fund Secretariat (REFS) as the implementing agency for RETP intends to use part of the proceeds of the credit and grant for the services of an Executive Director (National Individual Consultant). The Consultant will provide direction to REFS by,

- preparing the annual work plan and program to ensure achievement of the REF objectives ;
- leading the management team to prepare pipeline projects and supervise the implementation of the REF-supported projects to ensure achievement of the annual targets as defined in the annual work plan; developing policies that provide incentives for the various working units to operate as a team in achieving the REFS strategic objectives;
- developing adjustments of or new service delivery models with regard to rural electrification by private fossil-fuel and distribution, micro hydro, solar energy, biomass energy and other renewable energy projects, taking into considerations of the conditions in Cambodia;
- establishing an effective management information system that produces timely, accurate, and focused management reports;
- developing human resource policies for REFS staff that include incentive-based salary and promotion structures ;
- developing and maintaining working relationships with the business community, private sector institutions involved in rural electrification, such as private business associations, financial sector, electric utilities, energy related construction, energy consultants, NGOs and others;
- developing and maintaining relationships with donors’ representatives.

5. The successful individual shall have the following qualifications and experience:
• A Master’s degree in business administration, public affairs or engineering or related field; Additionally a bachelor’s degree in electrical engineering or science field is desirable
• At least 10 years of relevant work experience in the power sector;
• At least 8 years experience as project manager of international donor agency funded projects.

6. Acting on behalf of the Rural Electrification and Transmission Project, Crown Agents invites expressions of interest from qualified and experienced national individual consultants to undertake the above-mentioned services which are further detailed in the Terms of Reference for this assignment. The individual shall be selected in accordance with the procedures set out in Section V, Selection of Individual Consultants under the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published in May 2002.

7. Interested individuals in submitting their expressions of interest must provide copy of their updated curriculum vitae, indicating personal and technical skills, academic qualifications, and experience in similar assignments along with the names of at least two (2) referees with contact information (e-mail address, telephone or fax numbers).

8. Individuals may obtain copies of the detailed Terms of Reference (in English) for the assignment from the address below during office hours from 08:30 to 12:00 hours and 14:00 to 17:30 hours.

9. Expressions of interest must be submitted to the address below on or before 15 September 2008 before 17:30 hours.
