REQUEST FOR EXPRESSION OF INTEREST

Technical Assistance for Implementation of the Financial Management Improvement Plan (FMIP)
(Consulting Firm)

1. This Request for Expression of Interest follows the General Procurement Notice (Ref. WB2653-731/08) for the Second Health Sector Support Project (HSSPII) that appeared in United Nations Development Business online on 2 July 2008, and in printed edition issue 731 dated 31 July 2008.

2. The Royal Government of Cambodia (RGC) through the Ministry of Economy and Finance has received a Credit in the amount of US30.00 million equivalent from the International Development Association (IDA). In addition funds from other multilateral and bilateral donors have been committed to a pooled fund under a sector wide approach for the Second Health Sector Support program. The principal objectives of the HSSPII are to increase the accessibility and quality of health services and assist the Royal Government of Cambodia in implementing its Health Sector Strategic Plan and strengthen the sector's capacity to manage resources efficiently. Key to the implementation of HSSPII, the MOH will implement a Financial Management Improvement Plan (FMIP) to strengthen capacity in financial management at central and local levels so as to prepare government staff to assume greater responsibility for Program financial management in the future as well as enabling the usage of country systems in the future.

3. The Royal Government of Cambodia represented by the Ministry of Economy and Finance has appointed Crown Agents as Procurement Agents for selected World Bank funded projects in Cambodia.

4. The Ministry of Health as the implementing agency for HSSPII intends to use part of the proceeds of the Credit from the IDA for the services of a qualified Consulting Firm to provide technical assistance to implement the FMIP over the duration of the initial HSSPII implementation period of 2 years from January 2009 to December 2010.

5. The objectives of the consultancy are to:

 Review and prioritize suggested activities within the FMIP which are due for implementation.
 Strengthen the level of internal controls within the program.
 Assist the MOH with capacity building for strengthening financial management at central, provincial, and operational district levels, as well as within other components of the Program
 Assist the MoH to review and implement the FMIP as support to platform 2 and the preparation and implementation of the Ministry PFM Action Reform Plan: Effective Financial Accountability of the Public Financial Management Reform Program (PFM) of the RGC. Implementation of the FMIP will not only strengthen existing weaknesses in government financial management systems, but also help prepare government staff to assume greater responsibility for Program financial management in the future.

6. The successful Consulting Firm shall have the following qualifications and experience:
• Be conversant with the public financial management reform program of the Royal Government of Cambodia
• Have strong professional financial management capacity and/or auditing capacity in the public sector
• Possess sufficient training experience in the field of financial management systems and auditing.
• Have similar financial management improvement plan implementation experience in the public sector, especially in a developing country
• Experience with World Bank/United Nations organizations will be considered an advantage

7. Acting on behalf of the Health Sector Support Project, Crown Agents invites expressions of interest from qualified and experienced consulting firms to undertake the above-mentioned services which are further detailed in the TOR for this assignment. The consultant shall be selected in accordance with the Quality-and-Cost-Based-Selection (QCBS) procedures set out in Section II, under the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers published in May 2004 and revised October 2006.

8. Consulting firms interested in submitting their expressions of interest must provide detailed information indicating that they are qualified to perform the services (company profile, description of similar assignments, experience in similar conditions, experience in Cambodia and in the region (East Asia and Pacific), availability and curriculum vitae of appropriate technical staff, etc.).

9. Consultants may obtain copies of the detailed Terms of Reference (in English) for the assignment from the address below during office hours from 08:30 to 12:00 hours and 14:00 to 17:00 hours (local time).

10. Expressions of interest must be submitted to the address below on or before 12 September 2008 before 17:30 hours (local time).
