The Government of the Hashemite Kingdom of Jordan has received financing from the World Bank toward the cost of the Cultural Heritage, Tourism and Urban Development Project (CHTUDP), and intends to apply part of the proceeds toward payments under the contract for a Visitor Center in Petra - PETRA GATEWAY PROJECT.
This invitation for bids follows the General Procurement Notice for this project that appeared in United Nations Development Business and World Bank DgMarket on April 28, 2008.
The Ministry of Tourism and Antiquities (MoTA) now invites sealed bids from eligible qualified bidders for the construction of Petra Gateway project (Petra New Visitor Center (VC)) which include construction of an open air amphitheatre that function as the entry point to the new Visitor Centre, a reception, ticketing and visitors service areas, an internal open court, landscaped to display the native and historical plants, an administration wing that accommodates the Visitor Center management staff, an underground passage that leads to the Park Gate. The construction period is 24 months with implementation period starting in scheduled for December 2008.
Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, (current edition), and is open to all eligible bidders as defined in the guidelines.
Interested eligible bidders may obtain further information from and inspect the bidding documents from the Ministry of Tourism and Antiquities (MoTA) at the address below during office hours: (08:00 to 15:00). A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of JD500 per set and for inspection at www.tourism.jo. Possible additional information or clarifications/questions shall be published on the www.tourism.jo.
The qualification criteria established in the Bidding Documents include:
 General experience in major and complex construction projects.
 Successful specific experience within the last five years as prime contractor of at least two similar construction contracts (to comply with these requirements, works shall be at least 70% complete) of a nature and complexity (hospital, museum, university complex, or major international hotel or resort) equivalent to the Works under bidding with at least value not less than JD10 million, supported by an official certificate endorsed by the client.
 Project Manager with 15 years experience in works of an equivalent nature and volume including no less than 7 years as Manager; and Landscape Architect. with proven experience.
 Financial status of the firm considering the annual turnovers for the last five years (minimum average of annual volume of construction works over the last five years of JD15 million)
 Amount of liquid assets and/or credit facilities is of no less than JD1 million.
Interest eligible bidders or their official representatives are invited to attend a pre-bid meeting which will take place at 10:00AM on September 22, 2008 at the Visitor center in Petra.
All bids must be accompanied by a bid security of JD150,000, and be delivered to the address below by noon (12:00AM) on November 18, 2008. They will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below. Late bids will be rejected.
