The Government of the Hashemite Kingdom of Jordan hasreceived financing from the World Bank toward the cost of the Cultural Heritage, Tourism and Urban Development Project(CHTUDP), and intends to apply part of the proceeds toward payments under the contract for aVisitor Center in Petra - PETRA GATEWAYPROJECT.

This invitationfor bids follows the General Procurement Notice for this project that appeared in United Nations Development Business andWorld Bank DgMarket on April 28, 2008.

The Ministry of Tourism and Antiquities (MoTA) now invites sealed bids from eligible qualified bidders for the construction of Petra Gateway project(Petra New Visitor Center (VC)) which include construction of an open air amphitheatre that function as the entry point to the newVisitor Centre, a reception, ticketing and visitors service areas, an internal open court, landscaped to display the native andhistorical plants, an administration wing that accommodates the Visitor Center management staff, an underground passage that leadsto the Park Gate. The construction period is 24 months withimplementation period starting in scheduled for December2008.

Bidding will be conductedthrough the International Competitive Bidding  procedures as specified in the WorldBank's Guidelines: Procurement under IBRD Loansand IDA Credits, (current edition), and is open to all eligible bidders as defined in theguidelines.

Interested eligible bidders may obtain further information  and inspect the biddingdocuments from the Ministry of Tourism and Antiquities (MoTA) at the address below during office hours: (08:00 to 15:00).  A complete set of bidding documents in English may be purchased by interested bidders onthe submission of a written application to the address below and upon payment of a nonrefundable fee of JD500 per set and for inspection at www.tourism.jo. Possible additional information or clarifications/questions shall be published on the www.tourism.jo.

The qualification criteria established in the Bidding Documents include:

-   Generalexperience in major and complex construction projects.

-   Successful specific experience within the last five years asprime contractor of atleast two similar construction contracts (to comply with these requirements, works shall be at least 70% complete) of a natureand complexity (hospital, museum, university complex, or major international hotel orresort) equivalent to the Works under biddingwith at least value notless than JD10 million, supported by an official certificate endorsed by theclient.

-    Project Manager with 15 years experience in works of anequivalent nature and volume including no less than 7 years as Manager; and LandscapeArchitect. with proven experience.

-    Financial status of the firmconsidering the annual turnovers for the last five years (minimum average of annual volume of construction works over the last five years of JD15 million)

-    Amount ofliquid assets and/or credit facilities is of no less than JD1 million.

Interest eligible bidders or their official representatives areinvited to attend a pre-bid meeting which will take place at 10:00AM on September 22, 2008 at the Visitor center inPetra.

Allbids must be accompanied by a bid security of JD150,000, and be delivered to the address below by noon (12:00AM) on October 27,2008. They will be opened immediately thereafter, in the presence ofbidders' representatives, who choose to attend, at the address below. Late bids will berejected.
