Rehabilitation of Sahat Al Ain in Salt

The Government of the Hashemite Kingdom of Jordan has received financing from the World Bank toward the cost of the CulturalHeritage, Tourism andUrban Development Project (CHTUDP), and intends to apply part of theproceeds toward payments under the contract for Salt Saha Project.

This invitation for bids follows the GeneralProcurement Notice for this project that appeared in United Nations Development Business and World Bank DgMarket onApril 28, 2008.

The Ministry of Tourism and Antiquities(MoTA) now invites sealed bids from eligible qualified bidders for the construction andredevelopment ofa major urban space(Sahat Al Ain) in the middle of the HistoricCity of Salt, created bythe demolition of three public buildings. The mixed-use public space will be dedicated to socialencounters, leisure and entertainment, while also enhancing the cityscape of the historic city center. The vertical drop in the cross section will be treated by smoothing up the concavity of itsedges;a  mosque façade will be scaled down by introducing a curved arcade following thetrace of the Saha's oval shape.  The mosque façade will be remodeled and claded withthe local golden stone in fine stone details. The southern side of the Saha will be reshaped by adding stepping terraced buildingsattached to the reinforced concrete retaining wall in the same geometrical character of the traditionalSalti architecture creatingsimilar smooth concaved cross section as in the Saha southern side. The central old deciduoustree and the other two evergreen trees in the middle of the lower part of Saha will be kept. The project includes alsoreconstruction, completion and maintenance of roads in the center of As-Salt city with 1.0 km length and all incidental works.The construction period is 20 months with implementationstart scheduled for December 2008.

Bidding willbe conducted through the InternationalCompetitive Bidding  procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits,(current edition), and is open to all eligible bidders as defined in the guidelines.

Interested eligible bidders may obtain further information from and inspect the bidding documents from theMinistry of Tourism and Antiquities (MoTA) at the address below during office hours: (08:00 to 15:00).  A complete set of bidding documents in English may be purchased by interested bidders on the submission of awritten application to the address below and upon payment of a nonrefundable fee of JD300 per set and for inspection at www.tourism.jo. Possible additional information or clarifications/questions shall be published onthe www.tourism.jo.

The qualification criteria established in the Bidding Documents include:

-   General experience inmunicipal and streets works and in rehabilitation of significant public spaces.

-   Successful specificexperience within the last five years as prime contractor of at least two works contracts (to comply with these requirements, worksshall be at least 70% complete) of a nature and complexity (Urban Area External Works and Infrastructure Developments, landscaping,external furnishing and constructions) equivalent to the Works under bidding with at least value not less than JD5.0 million,supported by an official certificateendorsed by the client.

-   Project Manager with 12 years experience in works of anequivalent nature and volume including no less than 7years as Manager; and Landscape Architect. (or Municipal Engineer) with proven experiencein rehabilitationof public spaces.

-   Specialized equipment forstone cutting and tiling of large public spaces

-    Financial status of the firm considering the annual turnovers for the last five years(minimum average of annual  volume of construction works over the last five years ofJD15 million)

-    Amount of liquid assets and/or credit facilities is of no less than JD0.75 million..

Interest eligible bidders or their officialrepresentatives are invited to attend a pre-bid meeting which will take place at 10:00AM on September 15, 2008 at the SaltMunicipality.

All bids must be accompanied by a bid security of JD50,000, and be delivered to theaddress below by  noon (12:00AM) on October 22,2008. They willbe opened immediately thereafter, in the presence of bidders'representatives, who choose to attend, at the address below. Late bids will be rejected.
