SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Remote Telemonitoring Northern Ireland (RTNI).
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.
Service category: No 07.
Main place of performance: Northern Ireland.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The Authority
seeks expressions of interest for an end-to-end remote telemonitoring
service in Northern Ireland, initially (but not limited to) for
patients/clients with complex long-term conditions. The service shall
include, but not be limited to, the following: -The supply delivery,
installation, commissioning, maintenance, decommissioning and associated
making good of equipment. -The provision of support and other associated
services such as training. -The collection, processing, analysis, and the
transmission and/or otherwise making available of relevant data (including
the triggering of alerts concerning the condition of individual
patients/clients) to designated points of contact. -The development and
implementation of relevant system interfaces. -The provision of a triage,
service to include technical triage and optionally, if required, a first
line clinical triage and/or patient/client education/health promotion. The
service will initially focus on monitoring of Heart Failure, Chronic
Obstructive Pulmonary Disorder (COPD) and Diabetes. The volume of
patients/clients will increase incrementally to at least 5000 in 2011. The
service will be flexible to meet varying local needs. The service provider
will be required to support evaluation of the service. If required over
time, the service will be applied to patients/clients with other
conditions including but not limited to Stroke, Palliative Care, Cancer
Treatment and Neurological Diseases, and to the provision of Telecare
Services. The service shall comply with current and emerging industry
standards for interoperability. The service must be future proofed
including, but not limited to, new and innovative technologies and service
delivery approaches that benefit patients/clients. The service must be
provided in such a way as to be user-friendly to patients and clients. The
Authority will forward the Pre-Qualification Questionnaire and a
Memorandum of Information following the closing date for receipt of
expressions of interest.

Description of these options: The Authority shall require a unilateral
option to extend an inital contrct for a term of four years by up to a
further two periods of one year each. The Authority may also require a
unilateral option, exerciseable at any time, to require the service
provider to provide any or all of the services to the Northern Ireland
Ambulance Service Trust or any successor bodies.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 48 (from the award of the contract).

III.1) CONDITIONS RELATING TO THE CONTRACT

into by a single legal entity on the part of the successful candidate.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Candidates
will be assessed in accordance with part 4 of the Public Contracts
Regulations 2006 (Implementing Articles 45-52 inclusive of Title II
Chapter VII Section 2 of Directive 2004/18/EC) on the basis of information
provided in the response to a Pre-Qualification Questionnaire ("PQQ")
which will be available following expression of interest.
III.2.2) Economic and financial capacity: Information and formalities

significantly more) patients/clients within the previous 3 years.

IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Competitive dialogue.
IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate: Envisaged minimum number: 3. Maximum number: 10
Objective criteria for choosing the limited number of candidates: The
Authority intends to invite operators to participate in the dialogue on
the basis of the order of ranking candidates at the PQQ stage at which the
criteria referred to in Part 4 of the Public Contracts Regulations 2006
(implementing Article 45-52 inclusive of Directive 2004/18/EC) will be
assessed and marked.
IV.1.3) Reduction of the number of operators during the negotiation or
dialogue: Recourse to staged procedure to gradually reduce the number of
solutions to be discussed or tenders to be negotiated yes.

SECTION VI: COMPLEMENTARY INFORMATION
VI.1) THIS IS A RECURRENT PROCUREMENT: No.
VI.2) CONTRACT RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY EU
FUNDS: No.
VI.3) ADDITIONAL INFORMATION: The Authority expressly reserves the
rights: (i) Not to award any contract as a result of the procurement
process commenced by publication of this notice; (ii) to make whatever
changes it may see fit to the content and structure of the tendering
competition; and (iii) to award separate contracts covering differing
aspects of the requirements covered by this notice, including but not
limited to, on an individual Health and Social Care Trust basis, and/or
Northern Ireland Ambulance Service Trust basis. In no circumstances will
the Authority be liable for any costs incurred by candidates. The
Authority does not commit to letting the contract for any or all of the
services described above should it become evident that it is not
economically advantageous to do so. The European Centre for Connected
Health is conducting the procurement on behalf of the Health and Social
Care Trust in Northern Ireland and any successor bodies and the Northern
Ireland Ambulance Service Trust and any successor bodies. Any contract(s)
awarded may be entered into by, and for the benefit of, any one or more
such bodies. The Authority shall require a unilateral option to extend an
initial contract term of 48 months by up to a further two periods of 12
months each. Note that requests to participate must be made following
registration to www.csarss.net.
I.1) Official name: European Centre for Connected Health (ECCH) (The
Authority) is conducting the procurement process on behalf of the Health
and Social Care (HSC) Trusts in Northern Ireland being the: Northern
H.S.C. Trust, Southern H.S.C. Trust, Western H.S.C. Trust, South Eastern
H.S.C. Trust, Belfast H.S.C. Trust and also the Northern Ireland Ambulance
Service Trust any successor bodies. Any contract(s) awarded may be entered
into by or for the benefit of any one or more of these bodies.
VI.4) PROCEDURES FOR APPEAL
VI.4.1) Body responsible for appeal procedures: See section VI.4.2.

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The Authority will incorporate at minimum 10 calendar day
standstill period at the point information on the evaluation outcome is
communicated to tenderers prior to formal award of contract. This period
allows unsuccessful tenderers to seek further debriefing from the
contracting authority before the contract is entered into. Applicants have
two working days from the notification of evaluation outcome to request an
additional debriefing and that information has to be provided a minimum of
three working days before the expiry of the standstill period. Such
additional information should be required from the addressee in section
1.1. If an appeal regarding the award of contract has not been
successfully resolved, The Public Contracts Regulations 2006 (SI 2006 No.
5) provide for aggrieved parties who have been harmed or are at risk of
harm by breach of the rules to take action in the High Court (England,
Wales and Northern Ireland). Any such action must be brought promptly
(generally within 3 months). Where a contract has not been entered into,
the Court may order the setting aside of the award decision or order the
authority to amend any document and may award damages. If the contract has
been entered into the Court may only award damages. The purpose of the
standstill period referred to above is to allow parties to apply to the
Courts to set aside the award decision before the contract is entered
into.
