1) The Government ol Sri Lanka has received a grant from the Asian Development Bank (ADB) in various currencies towards the cost of the Tsunami Affected Areas Rebuilding Project (TAARP) and it is intended that part of the proceeds of this grant and loan will be applied to eligible payments under the contracts for civil work detailed in the schedule below.
2) The Chairman. Ampara District NECORD Procurement Committee on behalf of the Project Director. NECORD Project, hereinafter referred to as the Employer, now invites sealed Bids from eligible Bidders for the following contracts under the Project.
3) Bidding is open to all contractors who are determined to have the following qualifications:- i) Registration as a contractor of a grade specified in the above table under the scheme of National Registration and Grading of Construction Contractors Developed by the Institute for Construction Training and Development (ICTAD)
ii) Either have satisfactorily completed at least two similar contracts within the past five years and have asatisfactory track record of work carried out during the past five years or, for those contractors in the District of Ampara who have registered after 1 July 2003. have satisfactorily performed similar work as contractors or subcontractors; all work should be supported by certificates from clients and/or consultants.. Bidders are required to give a full list o( all works carried out during this period, iii) Shall have sufficient Bid capacity to undertake the work, calculated in accordance with ICTAD guidelines, iv) Shall not be under a declaration of ineligibility (or corrupt or fraudulent practices or unsatisfactory performance of work, v) Be able to produce the contractor's updated record book before Bid Documents are issued.
4) 4.Contractors may bid for one or more contract Packages mentioned in the above schedule. A separate bid has to be made for each package. The maximum number of concurrent contracts allowed to any contractor will be three under the NECORD Project by PMU and DPMU. For those contractors in the District of Ampara who have registered after 1 July 2003 and have performed similar works as contractors or subcontractors, the maximum number of contracts allowed at any time will be one under the NECORD Project.
5) Interested eligible Bidders may obtain further information on the Bid form and Inspect the Bidding Documents at the office of the District Deputy Project Director, North East Community Restoration and Development Project (NECORD), Ampara, Tel: 063-2224730, 063-222224731, 063-2223108. 6) Bid documents can be purchased from 28.08.2008 up to 11.09.2008 between 9.30 a.m. and 3.00 p.m. on working days from the above office on payment ol Rs. 1.000/- as non-refundable fee.
7) The Bid will comprise the documentation necessary for the pre-qualification of the Bidders as welt as the Priced Bid submitted separately in two sealed envelopes.
8) A pre-Bid meeting will be held on 15.09.2008 at 10.00 a.m. at the Kachcheri, Ampara.
9) Sealed Bids accompanied by bid security as specified in Para 2 shall reach, The Chairman, District Tender Board NECORD, District Project Office, Kachcheri, Ampara before 18.09.2008 at 10.30 a.m. Bids will be opened immediately thereafter Bidders or their authorized representatives may be present.
10) The Employer will not be responsible for any costs or expenses incurred by Bidders lor the preparation or
delivery ol Bids.
