II.1.4) Short description of the contract or purchase(s): The support for
Maritime Training Scheme (SMarT) is a UK Government initiative to provide
financial assistance for merchant navy training. The general
administration of the scheme is contracted out to an Administering Body
(AB). The AB is responsible for ensuring the smooth and efficient
administration of the scheme, payment to Training Providers (TPs), quality
assurance and auditing. Other responsibilities include management and
maintenance of databases, provision of advice and guidance to TPs, MCA and
other bodies, provision of a secretarial function for the regular
management meetings. There are currently 50 TPs mainly located throughout
the UK but several are in the Isle of Man and one in the Netherlands.
