Eligibility of Bidders:   Any organization expressing interest will need to demonstrate significant experience of managing similar projects in similar environments, preferably including work in Afghanistan or within the South or Central Asia Region. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, value of assignment, (if the firm was in JV/association, then role of the firm in that assignment and value) experience in similar conditions, availability of appropriate skills among staff, etc.) as detailed below:

1. Experience in conducting quantitative and qualitative surveys in similar conditions, including the size of the operations (completed projects with brief information on date, duration, location, fund amount and donor);
2. Any experience in Afghanistan or similar contexts in conducting research;

FOR Monitoring and Evaluation of public health services by the Third Party- under the proposed Strengthening Health Activities for the Rural Poor (SHARP) Project

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business online August 21, 2008

The Ministry of Public Health (MoPH) of the Islamic Republic of Afghanistan has applied for funding from the World Bank-IDA to improve the health of the people of Afghanistan through the provision of quality health services and promotion of healthy lifestyles in an equitable and sustainable manner.

The MoPH intends to apply part of the grant proceeds to contract a consulting firm to conduct regular monitoring and evaluation of the health care services to provide timely, reliable and accurate information to track achievement of the project results and enable making appropriate policy decisions. Hence, the MoPH is seeking a Consultant or an Organization, which in the context of this Request for Expression of Interest means consulting firm, corporation, university, either alone or in consortium, joint venture or other type of association. to provide technical support to MoPH in conducting Monitoring and Evaluation activities and providing senior managers of the MoPH, NGOs, and donors with timely, reliable and user-friendly results for the implementation of BPHS, EPHS and health program innovations.

The Ministry of Public Health has adopted the Balanced Scorecard approach to measure and manage implementation of the BPHS and EPHS. The consultant should be able to adopt the same approach with data collection and assessments; follow the existing methodology for monitoring & evaluation of implementation of the BPHS, EPHS and health program innovations. The components and methodology for the system which would be developed with feedback from involved partners (MoPH, donors, NGOs, etc.) should answer whether the contractual obligations of the project implementers are met and the extent to which BPHS/EPHS and health program innovations are delivered including carrying out a household survey. In addition the consultant will be responsible to strengthen the stewardship role of the MoPH in the collection, analysis, and use of the data from the health facility assessments, and HMIS so that they can take increasing responsibility for monitoring and analysis of information.

The MoPH now invites eligible consultants to indicate their interest in providing the services. Any organization expressing interest will need to demonstrate significant experience of managing similar projects in similar environments, preferably including work in Afghanistan or within the South or Central Asia Region. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, value of assignment, (if the firm was in JV/association, then role of the firm in that assignment and value) experience in similar conditions, availability of appropriate skills among staff, etc.) as detailed below:

1. Experience in conducting quantitative and qualitative surveys in similar conditions, including the size of the operations (completed projects with brief information on date, duration, location, fund amount and donor);
2. Any experience in Afghanistan or similar contexts in conducting research;
3. Date of establishment and official registration documents;
4. Organogram/ organizational structure and staffing with brief information; and

5. Recent annual financial audit report (to cover all the projects covered by different donors)

Consultants may associate to enhance their qualifications. They shall clearly indicate nature of association i.e JV or sub-consultant. Lead consultant has to be designated among them.

The contract for the project will be around five year which is subject to the availability of funds.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 and Revised October 2006.

Expression of interest must be written in English

Expressions of interest must be delivered with a cover sheet by E-mail and in hard copies. The hardcopies will consists of one original and 5 hard copies in sealed envelope (along with a soft copy in a CD) and labeled.

If the consultant submits EOI through E-mail, then the consultant shall send the hardcopies (total six as indicated above) and CD by International Courier within the submission deadline and send the scanned copy of the receipt of the courier along with the E-mail to the address below:
