“Purchasing Equipment for Laboratories Servicing the Ministry of Environment Forest and Water Administration (MEFWA)”
IFB – A.2.d.2

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 662 of September 16, 2005
2. The Government of Albania has received a credit from the International Development Association toward the cost of Integrated Coastal Zone Management and Clean Up Project, and it intends to apply part of the proceeds of this loan 4083 ALB to payments under the Contract for “Purchasing Equipments for Laboratories servicing the Ministry of Environment, Forest and Water Administration in Albania” (ref. A.2.d.2).
3. The “Integrated Coastal zone Management and Clean up Project” (PCU) under the Ministry of Public Works Transport and Telecommunications now invites sealed bids from eligible and qualified bidders for “ Purchasing Equipments for Laboratories servicing the Ministry of Environment, Forest and Water Administration in Albania” (ref. A.2.d.2) (Total Organic Carbon Analyzer (TOC), with autosampler, IT hard- and software; Ion Chromatograph w. autosampler and IT hard- and software; etc.)

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from “Project Coordination Unit” of “Integrated Coastal zone Management and Clean up Project”, E-mail: iczmp@abcom.al and inspect the Bidding Documents at the address given below on Monday to Thursday from 8.00 am to 4.30 pm and on Friday from 8.00 am to 14.00 pm
6. Qualifications requirements include: (a) Financial Capability: The Bidder shall furnish documentary evidence that it meets the following financial requirement(s): a) Have a minimum average annual turnover for the last five years in supply of equipment covered by the bidding documents of not less than USD 450 000.(b) Experience and Technical Capacity. The bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s): Reference list (including Purchasers names and contract data) with successfully delivery during the last five years of at least 2 contracts for goods of similar nature and function and of least 70 % of the quantity of goods subject of this contract.

(c) Other points mentioned in the Bidding Document. A margin of preference for eligible national contractors shall not be applied. Additional details are provided in the Bidding Documents.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable 150 US$ (one hundred and fifty).

The documents can be sent electronically as speedier way (this will be done after having paid the fee) but a hard copy should be sent anyway to the companies as official document. The Bidding Documents will be sent by Express Courier at the bidder’s expense.
8. Bids must be delivered to the address below at or before 10.30 am, 30 October 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 10.30 am, October 30, 2008. All bids must be accompanied by a “Bid Security” of 5,000 US$ (five thousand US$).
