SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

Main site or location of works: Valpy Avenue, Norwich.

II.1.5) Short description of the contract or purchase(s): Selection of a
main contractor to carry out design and build works of 51 dwellings
(subject to planning) together with associated site works and drainage.
The new properties are all two storey and consist of 33 houses and 18
flats. Alternative tenders will be invited to construct the dwellings to
Code for Sustainable Homes level 3 and 4.

II.2.1) Total quantity or scope: Single Constructor for a design and
build contract of 51 dwellings (subject to planning) and associated site
works.
Estimated value excluding VAT: 5 000 000 GBP.

II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 15 (from the award of the contract).
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: The rights to require parent
company guarantees/performance bonds/collateral warranties.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Payment will be
certified monthly in accordance with JCT Standard Form of Building
Contract conditions including provision for retention, incorporated
amendments and further amendments.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: Not applicable.
III.1.4) Other particular conditions to which the performance of the
contract is subject: No.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: A certified
copy of a certificate of incorporation or similar legal document is to be
provided. A statement is required confirming that none of your senior
managers or directors are related to any directors or board members of
Broadland Housing Association. The contractor must also respond to
III.2.2) to III.2.3) below in respect of their organisation on not more
than twenty A4 sized pages, plus appendices, published reports and
certificates.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: A statement of the
firm's turnover for each of the previous three financial years. Statement
of the firm's turnover for Registered Social Landlords for each of the
previous three financial years. Current projects and forward order book.
Certified copies of audited accounts for each of the previous three
financial years including balance sheets, details of company, parent
company, subsidiaries, shareholdings and directors. If more than 6 months
has elapsed since the last financial year, an Interim Statement from the
Company Accountant to include Turnover, Fixed Assets, Net Current Assets,
Profit before tax and interest. Any other information verifying the firm's
financial standing. Details of legal or financial relationships with other
construction sector firms or organisations (including common directors,
shareholdings, etc.).
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: Number of full time staff (both office
and site based) grouped in appropriate categories and disciplines.
Information demonstrating the operation of a quality management system
equivalent to BS EN ISO 9001. Details of Health and Safety performance
over each of the previous three years including incident rates per 1 000
employees benchmarked against industry averages; number of fatalities;
details of any HSE (or equivalent body) enforcement actions and/or
prosecutions. Information demonstrating successful performance on three
projects of similar size in urban locations for Registered Social
Landlords giving project values and dates. Information demonstrating
successful performance on three projects (not to be the same projects
requested above) involving modern methods of construction giving values
and dates. Provide two references from RSLs for similar projects completed
within the last five years, the references to include statements in
respect of defects at handover and rectification of defects during and at
the end of the defects period. The references should also include a
statement confirming whether the projects were completed on time.
