SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): Sedgemoor
District Council and Somerset County Council seek a Development Partner to
undertake a mixed use edge of town centre development.
Through the redevelopment of the Northgate site, the owners, Sedgemoor
District Council and Somerset County Council are seeking to secure and
deliver a proposal, which compliments and supports the existing town
centre function through an appropriate mix of uses.
During the project all or parts of the site may be sold to the development
partner. It is further envisaged that the development partner will be
required to pay open market value to the Council for the land and overage
in relation to future disposal of the development.
Following completion of the PQQ a short list of potential developer
partners will be selected. The successful developer partner will then be
selected under the competitive dialogue procedure.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Provision of a new mixed use edge of
centre development potentially comprising elements of retail, residential,
commercial offices, leisure with associated car parking and high quality
public realm.
SDC and SCC are seeking to secure the following objectives:
Achieve an economically active, vital and viable edge of centre
development.
Secure a holistic, integrated and adaptable mix of land uses of the site
using environmentally sustainable principles;
Maximising regeneration benefits to the local area and addressing the
requirements of Best Value.
Promote relationships between the site and other strategic sites in the
urban area; providing the context for improving the quality and quantity
of retail, leisure, commercial, residential and community facilities
without damaging the existing town centre.
Estimated value excluding VAT:
Range: between 5 000 000 and 15 000 000 GBP.
