1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 715 of 30th November, 2007.

2. The Government of Kenya has received a credit from the International Development Association (IDA) toward the cost of Water and Sanitation Service Improvement Project (WaSSIP) and it intends to apply part of the proceeds of this credit to payments under the Contract for Supply and Delivery of Motor Vehicles, and Motor Cycles, Contract No. LVNWSB/WASSIP/MV/02/08-09.

3. Lake Victoria North Water Services Board now invites sealed bids from eligible and qualified bidders for Supply and Delivery of Motor Vehicles in lots as detailed below:

Lot 3: 4 x 4 medium duty utility passenger vehicle (2500-3000 cc) - 2
Lot 4: 4 x 4 Wheel Drive Double Cabin Pick Up (2500-3000 cc) - 8
Lot 5: 4 x 4 Wheel Drive Single Cabin Pick Up (2500-3000 cc) - 6
Lot 6: Motor cycles (125-175 cc) - 20

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IDA Credits published by the Bank in May 2004 and revised in October 2006, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents. Bidders have the option to bid for any one or more Lots. Bidders must quote for all items in a Lot and in the quantities specified. Bidders not quoting for all items and quantities in a selected lot will be considered as non-responsive. The basis for bid evaluation and contract award will be on lot-by-lot basis

from 0800 hours to 1700 hours local time from Monday to Friday, except during lunch hour (1300 hours to 1400 hours), during weekends and public holidays.

6. Qualifications requirements include:

a. Financial Capability
The Bidder shall furnish documentary evidence that it meets the following financial requirement of Cash flow:
Lot 1: Kshs. 800,000.00;
Lot 2: Kshs. 1,200,000.00;
Lot 3: Kshs. 2,880,000.00;
Lot 4: Kshs. 9,600,000.00;
Lot 5: Kshs. 6,700,000.00; and
Lot 6: Kshs. 800,000.00; or equivalent in a freely convertible currency.

(b) Experience and Technical Capacity
The Bidder shall furnish documentary evidence to demonstrate that they meet the following experience requirement(s):
(i) proof of 2 years experience in a similar business; and
(ii) Evidence of one successfully completed contract of a similar nature for the last three years.
A margin of preference for eligible national contractors shall not be applied. Additional details are provided in the bidding documents.

7. A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of KShs.3,000.00 per Lot (or equivalent in freely convertible currency). The method of payment will be cash or bankers cheque from a reputable bank in Kenya. The Bidding Documents will be collected from the address below upon production of a purchase receipt.

8. Bids must be delivered to the address below at or before 1200 hours East Africa time on 20th November 2008. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below at 1205 hours East Africa time on 20th November 2008. All bids shall be accompanied by a Bid Security per lot as follows: Lot 1 - Ksh.15,000.00; Lot 2 - Ksh 22,500.00; Lot 3 - Ksh 54,000.00; Lot 4 Ksh 180,000.0; Lot 5 - Ksh. 126,000.0; and Lot 6 - Ksh. 15,000.00 (or equivalent amount, in freely convertible currency).
