ROMANIA HEALTHSECTOR REFORM PROJECT # PHASE IILOAN NO. 4760 RO REQUEST FOR EXPRESSIONS OFINTERESTProvider oftraining for accessing and managing StructuralFunds This request forexpressions of interest follows the General Procurement Notice for this project that appeared in United Nations Development Business, No. 651 of March 31, 2005. The Romanian Ministry ofPublic Health (MoPH) is currently implementing the second phase of the Health Sector Reform Program (APL II) through a loanfinanced by the International Bank for Reconstruction and Development (IBRD), European Investment Bank (EIB) and the Government ofRomania. Part of the proceeds of APL II loan will beallocated tofinance Consulting Services for Provider of training for using Structural Funds. The overallobjectives of theassignment are to assist the Ministry of Public Health areto: - asses the needs regarding the number of persons among the target groups who need to attend thetraining; - developthe training curricula - develop the training program/schedule - implement the training program and to regularly evaluateit - make recommendations for further implementation based onregular evaluation The consultancy shallbe provided by a specialized firm, the estimated duration of the assignment is 7 months, and shallcommence from the date of signing the contract. In order to completethe assignment, the Consultant is advised to provide at least two International experts, degree in Public Health/Healthmanagement/European Affairs,with at least 10 years of experience in training activities and proven knowledge in elaboratingprojects financed through Structural Funds.The cumulated input of the experts is 22man/months. Thequalification of the organization selected to undertake this assignment shall be: - demonstrated knowledge in developing and conductingtrainings - expertise in designing Structural FundsProjects; - at least 1 project designed by the Consultant and financed with Structural funds ("a successstory") - analytical experience in the area relevant to theassignment; - experience in at least 1 similar assignment in the last 2years; The Ministry ofPublic Health, through the Project Management Unit, now invites eligible Consultants to indicate their interest in providing theseservices. The Expressionsof Interest must provide information indicating that the Consultant is qualified to perform the above mentioned services,respectively: - General information: core business and years in business,presentation of services provided, address, contacts, number and country of registration, annual report,etc.; - Specific information on the consulting firm experience inthe field of the assignment: number of years of professional experience, description of previous similar assignments, references,experience in similarconditions, etc; - Information regarding the availability of appropriatespecialized staff for the assignment: qualifications and expertise of key staff, years of expertise in the areas above mentioned,etc. The consultant willbe selected using LSC (Least Cost Selection) in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May2004.
