SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

Managing Agent – Third Sector Capacity Fund.

II.1.5) Short description of the contract or purchase(s): One NorthEast
is seeking to appoint an organisation to undertake the role of managing
agent for the Third Sector Capacity Fund. This is a £6 000 000 fund
(approx £1 200 000 per annum over a 5 year period) which will provide
grant funding to third sector organisations operating in the North East of
England. The purpose of the fund is to build the capacity of the sector to
engage with, and deliver, sustainable economic development activities. The
managing agent will be required to undertake the following:
— Provide the secretariat for the Third Sector Capacity Fund steering
group,
— Set the fund criteria and develop the application process,
— Develop and agree the fund documentation e.g. application pack,
— Undertake promotion and marketing activity for the fund,
— Assess applications,
— Provide the secretariat for assessment panel meetings,
— Be the sole contact for fund applicants,
— Agree outputs, outcomes, and milestones with applicants,
— Draw up funding agreements for successful applicants,
— Undertake financial management activities including processing grant
payments,
— Develop and implement an evaluation framework which can measure the
performance and impact of all projects supported by the fund.

II.2.1) Total quantity or scope: The value of this contract is based on a
maximum management fee of 10 % of the total fund value i.e. £600 000
(circa £120 000 per annum x 5 years).
Estimated value excluding VAT: 600 000 GBP.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Starting:
22.12.2008. Completion: 31.3.2013.

III.1) CONDITIONS RELATING TO THE CONTRACT

reserves the right to demand any deposits, guarantees, bonds and insurance
cover it deems appropriate.

roles between the parties and identify the proportion of the work to be
delivered by the parties named.

Contract for Services which will be supplied as part of the Tender
Documents.
III.2) CONDITIONS FOR PARTICIPATION

will be made against the information provided as required in the Tender
Specification and ITT Documents. The completed Tenders must be returned to
the Contracting Authority by no later than 12:00 noon on 13.11.2008.
