Background:

Correctional Service Canada has a requirement to provide psychological services and counselling to federally released offenders supervised by the Peterborough Area Parole Office located within the Ontario Region.

Current Requirements:

Correctional Service Canada (C.S.C.) intends to establish a contract for the provision of psychological counselling and risk assessment services in consultation with the Correctional Service Canada treatment/supervision team and in accordance with generally accepted professional standards.

Deliverables:

The following scope of work applies to the contract. Work to be performed under the contract includes, but is not limited to the following:

To provide psychological assessment and counselling services to offenders as referred by the Parole Officer Supervisor or designate, (as appropriate) in consultation with a treatment/supervision team consisting of the Contractor, Parole Officer Supervisor, Parole Officer, and the psychologist responsible for the quality assurance of the contracted work.

Mandatory Requirements:

To fulfill the requirements of the contract; the source must have the following qualifications and experience:

The Contractor must be registered as a Psychologist licensed for autonomous practice with the body that licenses psychologists in the province in which the work is performed.

The Contractor must have knowledge of the cognitive, emotional and behavioural model of intervention pertaining to criminal offending, including, treatment, risk assessment, risk management and research and must have experience in correctional/forensic, clinical, or counselling psychology.

Sources must be able to obtain a Correctional Service Canada Security Clearance to the level of Enhanced Reliability.

The Contractor's facility must be a professional office setting, located within the City of Peterborough. The office must have easy access to local transit routes.

The Contractor should preferably have the capacity to schedule sessions so as not to interfere with an offender’s work schedule. This may require provision of services during evenings or weekends.

Contract Period:

The contract period will run from approximately December 1, 2008 to November 30, 2010.

Estimated Cost:

It is intended to award a professional service contract for an approximate amounts between $70,000.00 and $90 000.00 (excluding GST).

Limited Tendering Reasons:

The contract is proposed under the Government Contracting Regulations, Section 6 (d) that states “only one person or firm is capable of performing the contract”.

Correctional Service Canada believes that the following parties are the only organizations that possess the qualifications outlined above and are available to provide the services within the Ontario Region.

No other sources have expressed interest in providing these services. A recently posted Request for Proposal resulted in no proposals being received.

This requirement is not subject to the trade agreements.

Intellectual Property:

The intellectual property arising from this contract will rest with the Crown (Canada to Own) due to prior obligations of the Crown, statutes or regulations such as the Privacy Act.

The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

Statements of capabilities must be mailed or faxed on or before the closing date. Statements of capabilities received on or before the closing date will be considered solely for the purpose of deciding whether or not to conduct a competitive procurement. Information provided will be used by the Crown for technical evaluation purposes only and is not to be construed as a competitive solicitation.

Suppliers that have submitted a statement of capabilities will be notified in writing of C.S.C.’s decision to continue with the non-competitive procurement or to compete the requirement.

The C.S.C. file number, the contracting officer's name and the closing date of the A.C.A.N. must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.

The Crown retains the right to negotiate with suppliers on any procurement.

What is an Advance Contract Award Notice (A.C.A.N.)?

An Advance Contract Award Notice (A.C.A.N.) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a goods, services or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the A.C.A.N., the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the A.C.A.N., the contract may then be awarded using the Treasury Board's electronic bidding authorities.

If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meets the requirements set out in the A.C.A.N., the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.
