II.1.4) Short description of the contract or purchase(s): Hexagon Housing
Association is a Registered Social Landlord that owns and manages 3 500
homes across South East London and North Kent. We are an innovative and
responsive association with a strong community focus and an emphasis on
quality. Hexagon is a Housing Corporation Investment Partner with a target
to deliver at least 200 new homes for affordable rent and low cost home
ownership each year. We are seeking to retain our Investment Partner
status in order to achieve sustained growth and to continue to meet the
housing needs of local residents.
Expressions of Interest are now sought from suitably experienced
Construction Contractors to assist us in delivering our programme over the
next 4 years under a Framework Agreement. The total value of our programme
will be in the region of 20 to 40 million GBP per annum. Contracts to be
awarded under the Framework Agreement will be divided into up to three
lots;
Lot 1: Contracts under 3 million GBP.
Lot 2: Contracts between 3 million GBP and 10 million GBP.
Lot 3: Contracts in excess of 10 million GBP.
Applicants must be main contractors with sound financial capacity, a
strong record on programme delivery and end user satisfaction and
considerable experience of building homes for affordable rent and low cost
home ownership for Registered Social Landlords.

VI.3) PROCEDURES FOR APPEAL:
VI.3.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The contracting authority will incorporate a minimum of
10 calendar days standstill period at the point information on the award
of the contract is communicated to tenderers. This period allows
unsuccessful tenderers to seek further debriefing from the contracting
authority before the contract is entered into. Applicants have 2 working
days from the notification of the award decision to request additional
debriefing and that information has to be provided a minimum of 3 working
days before the expiry of the standstill period. Such additional
information should be required from Red Loft at the address in this
notice. If an appeal regarding the award of a contract has not been
successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5)
provide for aggrieved parties who have been harmed or are at risk of harm
by a breach of the rules to take action in the High Court (England, Wales
and Northern Ireland). Any such action must be brought promptly (generally
within 3 months). Where a contract has not been entered into the Court may
order the setting aside of the award decision or order the authority to
amend any document and may award damages. If the contract has been entered
into the Court may only award damages".
