INTERNATIONAL ACCOUNTING FIRM TO PROVIDE TECHNICAL SUPPORT TO IMPROVE GOVERNMENT OF RWANDA FINANCIAL MANAGEMENT, ACCOUNTING AND FINANCIAL REPORTING

The Government of Rwanda (GoR) has received a Grant from the World Bank, the UK Department for International Development (DfID) and the European Commission towards the cost of the MULTI DONOR TRUST FUND (MDTF) FOR PUBLIC FINANCIAL MANAGEMENT REFORMS and intends to apply a portion of the proceeds of this Grant to eligible payments under the Contract for INTERNATIONAL ACCOUNTING FIRM TO PROVIDE TECHNICAL SUPPORT TO IMPROVE GOVERNMENT OF RWANDA FINANCIAL MANAGEMENT, ACCOUNTING AND FINANCIAL REPORTING.

The broad objective of the Technical Assistance is to provide technical support to the Ministry of Finance and Economic Planning (MINECOFIN) towards improving financial management, accounting and financial reporting for a period of three years beginning with the year ending 31 December 2008, through to 30 June 2009, to 30 June 2010 and 30 June 2011.

The duration of the assignment is expected to be 3 ½ years renewable on an annual basis upon the Consultant’s satisfactory performance. The Multi Donor Trust Fund (MDTF) for PFM reforms will finance the consultancy up to its completion date (31st December 2008). If the MDTF gets extended, the contract will be extended accordingly and in case it is not extended the GoR will consider financing the contract beyond the MDTF completion date.

The Human Resources and Institutional Capacity Development Agency (HIDA), on behalf of MINECOFIN, now invites consulting firms to indicate their interest in providing the consulting services. Interested firms must provide a statement of capability and experience indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills among permanent staff, etc).
