SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
UK-Tameside: provision of an independent advocacy service to people with a
learning disability.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): Tameside
Metropolitan Borough Council Adult Learning Disability Service is
committed to the provision of a high quality independent advocacy service
accessible to adults with a Learning Disability and or Autism Spectrum
Disorder. We are looking to contract with an organisation to:
— Provide one to one Community Based Advocacy Support to individuals with
a wide range of advocacy needs,
— Promote group advocacy to support and extend the existing User Led
Management Boards and Advocacy Groups,
— Support individual Service Users attend and contribute to Tameside's
Learning Disability Partnership Board and Shadow Partnership Board,
— Take part in Service User reviews when requested.
Tameside MBC (Adult Services) are inviting expressions of interest in the
above tender. This is a restricted tender advertised in OJEU since
10.10.2008.
It is the Council's preliminary view that TUPE Regulations may apply if
this contract is awarded to a new provider.
The Purchaser is working towards placing the values of "independence" and
"control" at the heart of all Learning Disability Services in the Borough.
We are keen to commission and work with providers who share a similar
commitment to promoting the rights of people with a learning disability
and working in a spirit of cooperation with the Local Authority in
achieving social justice and promoting life chances. The Purchaser will
want to develop a close partnership relationship with the provider in the
interests of Service Users and to share ideas on how best to capture the
outcomes of advocacy interventions.
Key aims and principles of the service include:
— The resolution of situations of conflict or misunderstanding between
different individuals, groups or organisations. Engendering a culture of
positive problem solving and conflict resolution through constructive
dialogue and partnership,
— That through increased awareness of the Advocacy Service the voice of
people with a Learning Disability will be increasingly heard within
service planning and service evaluation forums such as the Partnership
Board,
— The Service will play a key role in supporting people to become part of
their local community and have their independence maintained or improved.
Tameside MBC do not believe advocacy interventions should be limited to
challenging the allocation of Social Care Services but should encompass
all aspects of promoting people's rights,
— People who are most in need of an advocate are often those who have the
most difficulty getting their voice heard. The Provider will need the
skills to find the tools that will enable them to communicate with those
individuals with profound impairments,
— In raising the confidence and esteem of Service Users the Provider will
promote "Self Advocacy" skills. It will be a shared aspiration of both the
Purchaser and Provider that as many Advocacy Groups and User Led
Management Boards as possible will move towards "Self Sufficiency".
It is proposed that the Contract will commence on 8.7.2009 and will run
for a period of three (3) years. The Council may, subject to approval and
negotiation, wish to extend the Contract for a further period of up to two
(2) years.
The First Year Budget for this contract is.
GBP 50 000.
The award of the contract will be in keeping with a Best Value approach,
which will jointly evaluate quality factors, cost and volume.

is 23.1.2009. Short-listed organisations will be invited to a presentation
