The Bureau of Reclamation intends to negotiate on a sole source basis with MSDSPro, LLC for MSDS services.MSDSPro, LLC completed a chemical inventory for CCAO and has MSDS files on an online hosting service. As the software program is proprietary, the online files are not transferable to another program. The work consists of reviewing/updating MSDSs in CCAO's current MSDS inventory; searching/updating MSDSs from Internet (if available); directly contacting manufacturers for updated MSDSs (telephone, fax, email, postal mail, manufacturer website); update MSDS documents; import electronic MSDSs; scan new MSDSs (when necessary); updating all indexed information (product name, complete manufacturer information, MSDS revision date, NFPA or HMIS rating, ingredient names, CAS numbers, weight percentages, specific gravity, ongoing update of regulatory flags); assigning MSDS to specified locations (as provided by CCAO's onsite inventory); linking each MSDS to MSDSProvider service for seamless MSDS updates; documenting MSDS review for enhanced OSHA compliance; add PPE section to MSDS library; unlimited MSDSProvider replication throughout the year. The vendor will also provide training to employees who use the online hosting services to print binders, maintain the chemical inventory throughout the year. Firms believing they can provide similar services must provide written notification to the Contracting Officer with supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements including any applicable development and training costs. This notice is not a request for competitive proposals. All responses received within 5 calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will be accepted by email at tglasper@mp.usbr.gov. Responses should include the firm's Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms should identify business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS Code 541690 which is $6.5 Million. This notice may represent the only official notice of such a solicitation.
