Services Scotland on behalf of NHSScotland wishes to procure a national
licence and associated services for Address Management Software, based on
data provided by Scotland's National Gazetteer. This contract will be
available for use by all Health Boards, including special Health Boards,
in NHSScotland, the Scottish Government Health Division (SGHD) and any
associated individuals and organisations engaged with the SGHD or Health
Boards in the provision of healthcare in Scotland, including Primary Care
Contractors and suppliers of IT services.

specifications and additional documents (except for a DPS) or descriptive

VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: NSS will incorporate a standstill period of a minimum of
ten (10) calendar days at and from the time that information on the award
of the contract is communicated to tenderers. This period allows
unsuccessful tenderers to seek a further debriefing by NSS before the
framework is concluded by the Contracting Authority. Applicants have two
(2) working days from the date of the notification of the award decision
to request additional debriefing, and that information will be provided a
minimum of three (3) working days prior to expiry of the standstill
period. Applicants should request such additional information from the
address in Section I.1.
If an appeal regarding the award of a contract cannot be successfully
resolved, the Public Contracts (Scotland) Regulations 2006 provide for
aggrieved parties who have been harmed or are at risk of harm by a breach
of the Regulations, to take action in a court of competent jurisdiction.
Any such action must be brought promptly (generally within three (3)
months).
Where a contract has not been entered into, the relevant court may order
the setting aside of the award decision or order the Contracting Authority
to amend any document, and may award damages. If the contract has been
entered into, the court may only award damages.
