DescriptionA contractor is sought for the provision of services to assist it to implement the Regional Passenger Screening Program (RPSP).  Under the RPSP, staff at Eligible Airports will be provided with security training including Hand Wand Metal Detecting (HWMD) training.  The purpose of this training is to enable nominated airport staff to rapidly deploy a passenger screening capability within 12 hours of a change in national security alert levels or in response to specific information.   
Other InstructionsThe Department is seeking to enter into an agreement to provide HWMD training and associated security training for a period of the financial year of 2008-09, with the option of extending the contract over one or more of the three subsequent financial years.The objectives of the HWMD training program are to:a)    increase regional airport security and aviation security in general; b)    increase security awareness in local regional airport employees; and c)    increase capability for regional airports and their employees to conduct basic hand wand metal detecting procedures to locate weapons and prohibited items in order to safeguard air travellers and airport infrastructure.In summary, the Service Provider is required to supply security training to the nominated staff of the Eligible Airports to allow those staff to use the HWMD equipment.  Furthermore, each Eligible Airport will nominate persons for training from that airport.  Nominees from each Eligible Airport will travel to a location nominated by the Service Provider for that training.  The Service Provider is required to co-ordinate and manage all facets of transport, accommodation and catering for all nominees for the training course. 
Conditions for ParticipationThe successful Tenderer must:
  • Be a Registered Training Organisation under the Australian Quality Training Framework.
Timeframe for Delivery1 July 2008 to 30 June 2009 (with the options to extend contract by up to 3 periods of up to 12 months each)
