THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL SERVICES PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. NOTE: THIS REQUIREMENT WAS ORIGINALLY SOLICITED ORALLY BY THE GOVERNMENT. UPON GOVERNMENT INSPECTION OF MANHOLE #30, THE STATEMENT OF WORK WAS ABLE TO BE MORE ACCURATELY DEFINED. THEREFORE, TO SEEK FURTHER COMPETITION, THIS REQUIREMENT IS BEING PUBLISHED IN FEDBIZOPPS. ***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-27.*** *** The associated North American Industrial Classification System (NAICS) code for this procurement is 238210. However, this requirement is unrestricted and all interested Contractors may submit a quotation.*** *** The National Institute of Standards and Technology (NIST) is seeking to purchase high voltage electrical repair services. **All interested Contractors shall provide a quote for the following: Line Item 0001: Quantity One (1) Job, The Contractor shall provide all materials, labor, supervision and equipment for a high voltage electrical repair in Manhole #30, at the NIST, Gaithersburg, MD campus, in accordance with the following Statement of Work (SOW), specifications, and attached 21 manhole #30 pictures. Line Item 0002: Option 1, EPR cabling, priced per linear foot. STATEMENT OF WORK: 1. INTRODUCTION On November 1, 2008 one of three High Voltage feeders (13.8KV) that feeds a group of 9 buildings at the NIST Gaithersburg, Maryland campus experienced a short circuit fault. The fault is located in the High Voltage manhole #30. The faulted cable has been isolated and de-energized. Two remaining feeders are still on line. The high voltage cable is paper insulated, lead covered (PILC) cable. This contract is for removal of the damaged 500kcmil �Y� splice, testing of all three feeders in the manhole, repair of the cable (PILC �Y� splice), and retesting of each of the three feeders in the repaired condition. As an option, replacement of the affected feeder(s) may also be necessary. This work may include replacement of the feeder between the fault and the nearest manhole to the North, or between the fault and the nearest manhole to the South. The base contract includes work inside of the manhole only. There are three conductors for each feeder (one conductor per phase). For existing PILC, three conductors per cable (3/C). For replacement cable EPR, one conductor per cable (1/C). The estimated dimensions per feet to the manhole to the South and North are: To Manhole #31, north of manhole #30: 238 feet. To Manhole #29, south of manhole #30: 541 feet. To building 231 transformer in High Voltage room, east of manhole #30: 320 feet. To building 301 transformer in High Voltage room, west of manhole #30: 450 feet. For pricing and initial inspection only, ALL power to the affected manhole will be secured through the NIST networked distribution system. During the repairs, it is assumed that the work will be done with one live feeder. In coordination with the NIST High-Voltage shop, feeders may be switched and/or energized upon request. The manhole was de-energized and inspected on Tuesday, November 4, 2008. Any further inspection and repairs are to be performed under live conditions. The Government intends for repairs to be performed the weekend of November 22-23, 2008. If the Government chooses to exercise Option #1 (EPR cabling), the awardee will be notified, in writing, immediately and have 7 business days to perform the requirements of Option #1. Refer to the Specifications - section 16124 below for medium cable specification. 2. SCOPE OF WORK Base Scope: (No cable replacement) A. The Contractor shall provide all labor, materials, equipment, and transportation to provide the repair service. B. Perform visual Inspection for physical damages. C. Perform insulation resistance test utilizing a megohmmeter with a voltage output of at lease 2500 Volt. Individually test each conductor with all other conductors and shield grounded. Test duration shall be one minute. Perform testing on all three feeders, before and after repair. Voltage injection is to be from the adjacent Building 231 � Industrial. D. Provide cables, termination and cable splice kit and perform HV PILC cable splices as required to repair the damage section of the cable. The electrician shall be licensed, certified, and experienced (5 years minimum) in type of splices used. The material for splice and termination kit must be compatible with the conductors, insulation, and protective layer jackets on the cable and wires. E. Damage within the manhole that is not observed and initially included may be handled as a change order to this contract under �Differing Site Conditions� � see applicable contract clauses. F. All inspection and field testing shall be accordance with the latest edition of the following applicable codes, standard, guide, and manufacturer instruction: � American Nation Standards Institute � ANSI � American Society for Testing and Materials � ASTM � National Fire Protection Association � NFPA o ANSI/NFPA 70 � National Electrical Code o ANSI/NFPA 70E � Electrical Safety Requirement � International Electrical Testing Association (NETA) Guideline Option 1: Contractor shall provide all material and labor to replace the damaged cable which has a low unacceptable mega reading. The new cable will be EPR cable, MV104 type, 15KV, shielded 133% insulation level. Material includes cable, splice and termination kit. A. Install the cable according to the manufacturer�s instruction and IEEE576. 3. PRODUCT Refer to Specifications � Section 16124 below. 4. SUBMITTALS Submit 3 copies of the followings: A. Product Data: include splices and terminations for cable and cable accessories B. Manufacturer test report. C. Field test reports: indicate and interpret test results for compliance with performance requirements. D. Furnish satisfactory proof of such experience for each employee who splices or terminate the cable. E. List all of the materials purchased and installed for the splices and terminations for this contract.- 5. REVIEW AND APPROVAL All work shall be performed in a professional manner and meet or exceed the following industry and/or Government standards for performance, or other applicable standard: All work shall be reviewed and approved by COTR. SPECIFICATIONS, SECTION 16124, MEDIUM-VOLTAGE CABLES PART 2 - GENERAL 2.1 RELATED DOCUMENTS A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and Division 1 Specification Sections, apply to this Section. 2.2 SUMMARY A. This Section includes cables and related splices, terminations, and accessories for medium-voltage electrical distribution systems. 2.3 SUBMITTALS A. Product Data: Include splices and terminations for cables and cable accessories. B. Samples: 16-inch lengths of each type of cable specified. C. Product Certificates: Signed by manufacturers of cables and accessories certifying that the products furnished comply with requirements. D. Qualification Data: For firms and persons specified in "Quality Assurance" Article. E. Field Test Reports: Indicate and interpret test results for compliance with performance requirements. Include certified copies of field test records. F. Product Test Reports: Indicate compliance of cables and accessories with requirements based on comprehensive testing of current products. G. Maintenance Data: For cables and accessories to include in the maintenance manuals specified in Division 1. 1. Include periodic tests of cables in service. 2. Include operation of fault indicators, separable insulated connectors, and accessories. 2.4 QUALITY ASSURANCE A. Installer Qualifications: Engage an experienced and certified cable splicer to install, splice, and terminate medium-voltage cable. B. Testing Agency Qualifications: In addition to requirements specified in Division 1 Section "Quality Control," an independent testing agency shall meet OSHA criteria for accreditation of testing laboratories, Title 29, Part 1907; or shall be a full-member company of the InterNational Electrical Testing Association. 1. Testing Agency's Field Supervisor: Person currently certified by the InterNational Electrical Testing Association or the National Institute for Certification in Engineering Technologies, to supervise on-site testing specified in Part 3. C. Source Limitations: Obtain cables and accessories through one source from a single manufacturer. D. Listing and Labeling: Provide products specified in this Section that are listed and labeled. 1. The Terms "Listed" and "Labeled": As defined in NFPA 70, Article 100. 2. Listing and Labeling Agency Qualifications: A "Nationally Recognized Testing Laboratory" as defined in OSHA Regulation 1910.7. E. Comply with IEEE C2. F. Comply with NFPA 70. 2.5 DELIVERY, STORAGE, AND HANDLING A. Deliver medium-voltage cable on factory reels complying with NEMA WC 26. B. Store cables on reels on elevated platforms in a dry location. 2.6 PROJECT CONDITIONS A. Existing Utilities: Do not interrupt utilities serving facilities occupied by NIST or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated: 1. Notify NIST at least 2 days in advance of proposed utility interruptions. 2. Do not proceed with utility interruptions without COTR�s written permission. PART 3 - PRODUCTS 3.1 MANUFACTURERS A. Available Manufacturers: Subject to compliance with requirements, manufacturers offering products that may be incorporated into the Work include: 1. Cables: a. American Insulated Wire Corp.; Leviton Manufacturing Co. b. Kerite Co. (The); Hubbell Inc. c. Pirelli Cable Corp.; Power Cable Division. d. Rome Cable Corp. 2. Cable Splicing and Terminating Products and Accessories: a. G&W Electric Co. b. Raychem Corp.; Energy Division. c. 3M Company; Electrical Products Division. 3.2 CABLES A. Type: MV104. B. Conductor: Copper. C. Conductor Stranding: Class B, per ASTM B-8. D. Strand Filling: Conductor interstices are filled with impermeable compound. E. Insulation: EPR complying with AEIC CS 5. 1. Voltage Rating: 15 kV. 2. Insulation Thickness: 133 percent insulation level. F. Shielding and Jacket: Corrugated copper drain wires embedded in extruded, chlorinated, polyethylene jacket. G. Three-Conductor Cable Assembly: 3 insulated, shielded conductors and an un-insulated copper ground wire cabled together. 1. Circuit Identification: Color-coded tape (black, red, blue) under the metallic shielding. H. Armor: Interlocked galvanized steel applied over cable. I. Jacket: Cross-linked polyethylene. 3.3 SPLICE KITS A. Connectors: IEEE 404, compression type, as recommended by cable or splicing kit manufacturer for the application. B. Splicing Products: As recommended in writing by splicing kit manufacturer for specific sizes, ratings, and configurations of cable conductors and splices specified. Include all components required for complete splice, with detailed instructions. 1. Heat-shrink splicing kit of uniform, cross-section, polymeric construction with outer heat-shrink jacket. 3.4 SOLID TERMINATIONS A. Multiconductor Cable Sheath Seals: Type recommended by seal manufacturer for type of cable and installation conditions, including orientation. 1. Heat-shrink sheath seal kit with phase- and ground-conductor rejacketing tubes, cable-end sealing boot, and sealing plugs for unused ground-wire openings in boot. B. Conductor Terminations: Comply with IEEE 48, as indicated. Insulation class is equivalent to that of cable. Terminations for shielded cables include a shield ground strap. 1. Class 1 Termination for Shielded Cable: Heat-shrink type with heat-shrink inner stress control and outer nontracking tubes; multiple, molded, nontracking skirt modules; and compression-type connector. 2. Class 1 Termination for Shielded Cable: Modular type, furnished as a kit, with stress-relief shield terminator; multiple-wet-process, porcelain, insulator modules; shield ground strap; and compression-type connector. 3. Class 1 Termination for Indoor Shielded Cable: Kit with stress-relief tube, nontracking insulator tube, shield ground strap, compression-type connector, and end seal. 3.5 SEPARABLE INSULATED CONNECTORS A. Separable Insulated Connectors: Modular system complying with IEEE 386. Disconnecting, single-pole, cable terminators and matching, stationary, plug-in, dead-front terminals designed for cable voltage and for sealing against moisture. B. Terminations at Distribution Points: Modular type, consisting of terminators installed on cables and modular, dead-front, terminal junctions for interconnecting cables. C. Load-Break Cable Terminators: Elbow-type units with 200-A load make/break and continuous-current rating; coordinated with insulation diameter, conductor size, and material of cable being terminated. Include test point on terminator body that is capacitance coupled. Use for terminating at transformer. D. Dead-Break Cable Terminators: Elbow-type unit with 600-A continuous-current rating, designed for de-energized disconnecting and connecting; coordinated with insulation diameter, conductor size, and material of cable being terminated. Include test point on terminator body that is capacitance coupled. E. Dead-Front Terminal Junctions: Modular bracket-mounted groups of dead-front stationary terminals that mate and match with above cable terminators. 2-, 3-, or 4-terminal units as indicated, with fully rated, insulated, watertight conductor connection between terminals. Grounding lug and manufacturer's standard accessory stands, stainless-steel mounting brackets, and attaching hardware. 1. Protective Cap: Insulating, electrostatic-shielding, water-sealing cap with drain wire. 2. Portable Feed through Accessory: 2-terminal, dead-front junction arranged for removable mounting on accessory stand of stationary terminal junction. 3. Grounding Kit: Jumpered elbows, portable feed through accessory units, protective caps, test rods suitable for concurrently grounding 3 phases of feeders, and carrying case. 4. Standoff Insulator: Portable, single dead-front terminal for removable mounting on accessory stand of stationary terminal junction. Insulators suitable for fully insulated isolation of energized cable-elbow terminator. F. Test-Point Fault Indicators: Arranged for installation in test points of load-break separable connectors. Self-resetting indicators capable of being installed with a shotgun hot stick and tested with a test tool. G. Tool Set: Shotgun hot stick with energized terminal indicator, fault-indicator test tool, and carrying case. 3.6 ARC-PROOFING MATERIALS A. Tape for First Course on Metal Objects: 10-mil thick, corrosion-protective, moisture-resistant, PVC pipe-wrapping tape. B. Arc-Proofing Tape: Fireproofing tape, flexible, conformable, intumescent to 0.3 inch thick, compatible with cable jacket. C. Glass-Cloth Tape: Pressure-sensitive adhesive type, 1/2 inch wide. 3.7 SOURCE QUALITY CONTROL A. Test and inspect cables according to NEMA WC 7 (ICEA S-66-524) and NEMA WC 8 (ICEA S-68-516) before shipping. B. Test strand-filled cables for water-penetration resistance according to ICEA T-31-610, using a test pressure of 5 psig. PART 4 - EXECUTION 4.1 EXAMINATION A. Examine manhole to receive medium-voltage cables for compliance with requirements for installation tolerances and other conditions affecting performance of cables. Do not proceed with installation until unsatisfactory conditions have been corrected. 4.2 INSTALLATION A. Install cables as indicated, according to manufacturer's written instructions and IEEE 576. B. Pull Conductors: Use manufacturer-approved pulling compound or lubricant where necessary; compound used must not deteriorate conductor or insulation. Do not exceed manufacturer's recommended maximum pulling tensions and sidewall pressure values. C. Use pulling means, including fish tape, cable, rope, and basket-weave wire/cable grips, that will not damage cables or raceways. Do not use rope hitches for pulling attachment to cable. D. Install exposed cables, parallel and perpendicular to surfaces of exposed structural members, and follow surface contours where possible. E. Support cables according to Division 16 Section "Basic Electrical Materials and Methods." F. In manhole, handhole, pull boxes, junction boxes, and cable vaults, train cables around walls by the longest route from entry to exit and support cables at intervals adequate to prevent sag. Cable entering the manholes and handholes shall be looped twice. G. Install splices at pull points and elsewhere as indicated; use standard kits. Comply with kit manufacturer's written instructions. H. Install terminations at ends of conductors and seal multiconductor cable ends with standard kits. Comply with kit manufacturer's written instructions and with classes of terminations indicated. I. Install separable insulated-connector components where indicated according to manufacturer's written instructions. 1. Quantities: Provide the following quantities of components: a. Protective Cap: Install at each terminal junction, one on each terminal to which no feeder is indicated to be connected. b. Portable Feed through Accessory: 3. c. Standoff Insulator: 3. J. Arc Proofing: Arc proof medium-voltage cable at locations not protected by conduit, cable tray, direct burial, or termination materials, unless otherwise indicated. Apply as follows and as recommended by manufacturer of arc-proofing tape: 1. Clean cable sheath. 2. Wrap metallic cable components with 10-mil pipe-wrapping tape. 3. Smooth surface contours with electrical insulation putty. 4. Apply arc-proofing tape in one half-lapped layer with coated side toward cable. 5. Band arc-proofing tape with 1-inch wide bands of half-lapped, adhesive, glass-cloth tape 2 inches o.c. K. Ground shields of shielded cable at terminations, splices, and separable insulated connectors. Ground metal bodies of terminators, splices, cable and separable insulated-connector fittings, and hardware according to manufacturer's written instructions. L. Identify cables according to Division 16 Section "Basic Electrical Materials and Methods." M. Identify cables according to Division 16 Section "Electrical Identification." 4.3 FIELD QUALITY CONTROL A. Testing Agency: NIST will engage a qualified independent testing agency to perform field quality-control testing. B. Testing Agency: Engage a qualified independent testing agency to perform field quality-control testing. C. Testing: On installation of medium-voltage cables and before electrical circuitry has been energized, demonstrate product capability and compliance with requirements. 1. Procedures: Perform each visual and mechanical inspection and electrical test stated in NETA ATS, Section 7.3.2. Certify compliance with test parameters. D. Correct malfunctioning cables and accessories at Project site, where possible, and retest to demonstrate compliance; otherwise, remove and replace with new units and retest. 4.4 PROTECTION A. For security purposes, please submit the full names and country of citizenship for all attendees. *** *** Award will be made to the lowest price, technically acceptable offeror. It should be noted that the Government may place an award on the offeror�s initial quotation, however, if required, discussions/negotiations may take place. The Government intends on awarding a competitive firm-fixed-price purchase order. A Safety Plan is required to be submitted with the quotation. Performance of the requirements can not proceed until the Safety Plan is approved by the Government. The awardee shall perform all work, exclusive of Option #1, starting November 22. If the Government chooses to exercise Option #1 (EPR cabling), the awardee will be notified, in writing, immediately and have 7 business days to perform the requirements of Option #1. *** This is an Open-Market Combined Synopsis/Solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. However, this requirement is unrestricted and all interested Contractors may submit a quotation.*** *** The National Institute of Standards and Technology (NIST) is seeking to purchase high voltage electrical repair services. **All interested Contractors shall provide a quote for the following: Line Item 0001: Quantity One (1) Job, The Contractor shall provide all materials, labor, supervision and equipment for a high voltage electrical repair in Manhole #30, at the NIST, Gaithersburg, MD campus, in accordance with the following Statement of Work (SOW), specifications, and attached 21 manhole #30 pictures. Line Item 0002: Option 1, EPR cabling, priced per linear foot. STATEMENT OF WORK: 1. INTRODUCTION On November 1, 2008 one of three High Voltage feeders (13.8KV) that feeds a group of 9 buildings at the NIST Gaithersburg, Maryland campus experienced a short circuit fault. The fault is located in the High Voltage manhole #30. The faulted cable has been isolated and de-energized. Two remaining feeders are still on line. The high voltage cable is paper insulated, lead covered (PILC) cable. This contract is for removal of the damaged 500kcmil �Y� splice, testing of all three feeders in the manhole, repair of the cable (PILC �Y� splice), and retesting of each of the three feeders in the repaired condition. As an option, replacement of the affected feeder(s) may also be necessary. This work may include replacement of the feeder between the fault and the nearest manhole to the North, or between the fault and the nearest manhole to the South. The base contract includes work inside of the manhole only. There are three conductors for each feeder (one conductor per phase). For existing PILC, three conductors per cable (3/C). For replacement cable EPR, one conductor per cable (1/C). The estimated dimensions per feet to the manhole to the South and North are: To Manhole #31, north of manhole #30: 238 feet. To Manhole #29, south of manhole #30: 541 feet. To building 231 transformer in High Voltage room, east of manhole #30: 320 feet. To building 301 transformer in High Voltage room, west of manhole #30: 450 feet. For pricing and initial inspection only, ALL power to the affected manhole will be secured through the NIST networked distribution system. During the repairs, it is assumed that the work will be done with one live feeder. In coordination with the NIST High-Voltage shop, feeders may be switched and/or energized upon request. The manhole was de-energized and inspected on Tuesday, November 4, 2008. Any further inspection and repairs are to be performed under live conditions. The Government intends for repairs to be performed the weekend of November 22-23, 2008. If the Government chooses to exercise Option #1 (EPR cabling), the awardee will be notified, in writing, immediately and have 7 business days to perform the requirements of Option #1. Refer to the Specifications - section 16124 below for medium cable specification. 2. SCOPE OF WORK Base Scope: (No cable replacement) A. The Contractor shall provide all labor, materials, equipment, and transportation to provide the repair service. B. Perform visual Inspection for physical damages. C. Perform insulation resistance test utilizing a megohmmeter with a voltage output of at lease 2500 Volt. Individually test each conductor with all other conductors and shield grounded. Test duration shall be one minute. Perform testing on all three feeders, before and after repair. Voltage injection is to be from the adjacent Building 231 � Industrial. D. Provide cables, termination and cable splice kit and perform HV PILC cable splices as required to repair the damage section of the cable. The electrician shall be licensed, certified, and experienced (5 years minimum) in type of splices used. The material for splice and termination kit must be compatible with the conductors, insulation, and protective layer jackets on the cable and wires. E. Damage within the manhole that is not observed and initially included may be handled as a change order to this contract under �Differing Site Conditions� � see applicable contract clauses. F. All inspection and field testing shall be accordance with the latest edition of the following applicable codes, standard, guide, and manufacturer instruction: � American Nation Standards Institute � ANSI � American Society for Testing and Materials � ASTM � National Fire Protection Association � NFPA o ANSI/NFPA 70 � National Electrical Code o ANSI/NFPA 70E � Electrical Safety Requirement � International Electrical Testing Association (NETA) Guideline Option 1: Contractor shall provide all material and labor to replace the damaged cable which has a low unacceptable mega reading. The new cable will be EPR cable, MV104 type, 15KV, shielded 133% insulation level. Material includes cable, splice and termination kit. A. Install the cable according to the manufacturer�s instruction and IEEE576. 3. PRODUCT Refer to Specifications � Section 16124 below. 4. SUBMITTALS Submit 3 copies of the followings: A. Product Data: include splices and terminations for cable and cable accessories B. Manufacturer test report. C. Field test reports: indicate and interpret test results for compliance with performance requirements. D. Furnish satisfactory proof of such experience for each employee who splices or terminate the cable. E. List all of the materials purchased and installed for the splices and terminations for this contract.- 5. REVIEW AND APPROVAL All work shall be performed in a professional manner and meet or exceed the following industry and/or Government standards for performance, or other applicable standard: All work shall be reviewed and approved by COTR. SPECIFICATIONS, SECTION 16124, MEDIUM-VOLTAGE CABLES PART 2 - GENERAL 2.1 RELATED DOCUMENTS A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and Division 1 Specification Sections, apply to this Section. 2.2 SUMMARY A. This Section includes cables and related splices, terminations, and accessories for medium-voltage electrical distribution systems. 2.3 SUBMITTALS A. Product Data: Include splices and terminations for cables and cable accessories. B. Samples: 16-inch lengths of each type of cable specified. C. Product Certificates: Signed by manufacturers of cables and accessories certifying that the products furnished comply with requirements. D. Qualification Data: For firms and persons specified in "Quality Assurance" Article. E. Field Test Reports: Indicate and interpret test results for compliance with performance requirements. Include certified copies of field test records. F. Product Test Reports: Indicate compliance of cables and accessories with requirements based on comprehensive testing of current products. G. Maintenance Data: For cables and accessories to include in the maintenance manuals specified in Division 1. 1. Include periodic tests of cables in service. 2. Include operation of fault indicators, separable insulated connectors, and accessories. 2.4 QUALITY ASSURANCE A. Installer Qualifications: Engage an experienced and certified cable splicer to install, splice, and terminate medium-voltage cable. B. Testing Agency Qualifications: In addition to requirements specified in Division 1 Section "Quality Control," an independent testing agency shall meet OSHA criteria for accreditation of testing laboratories, Title 29, Part 1907; or shall be a full-member company of the InterNational Electrical Testing Association. 1. Testing Agency's Field Supervisor: Person currently certified by the InterNational Electrical Testing Association or the National Institute for Certification in Engineering Technologies, to supervise on-site testing specified in Part 3. C. Source Limitations: Obtain cables and accessories through one source from a single manufacturer. D. Listing and Labeling: Provide products specified in this Section that are listed and labeled. 1. The Terms "Listed" and "Labeled": As defined in NFPA 70, Article 100. 2. Listing and Labeling Agency Qualifications: A "Nationally Recognized Testing Laboratory" as defined in OSHA Regulation 1910.7. Jacket: Cross-linked polyethylene. 3.3 SPLICE KITS A. Connectors: IEEE 404, compression type, as recommended by cable or splicing kit manufacturer for the application. B. Include all components required for complete splice, with detailed instructions. 1. Heat-shrink splicing kit of uniform, cross-section, polymeric construction with outer heat-shrink jacket. 3.4 SOLID TERMINATIONS A. Multiconductor Cable Sheath Seals: Type recommended by seal manufacturer for type of cable and installation conditions, including orientation. 1. Heat-shrink sheath seal kit with phase- and ground-conductor rejacketing tubes, cable-end sealing boot, and sealing plugs for unused ground-wire openings in boot. B. Tool Set: Shotgun hot stick with energized terminal indicator, fault-indicator test tool, and carrying case. 3.6 ARC-PROOFING MATERIALS A. Tape for First Course on Metal Objects: 10-mil thick, corrosion-protective, moisture-resistant, PVC pipe-wrapping tape. B. Arc-Proofing Tape: Fireproofing tape, flexible, conformable, intumescent to 0.3 inch thick, compatible with cable jacket. C. Glass-Cloth Tape: Pressure-sensitive adhesive type, 1/2 inch wide. 3.7 SOURCE QUALITY CONTROL A. Test and inspect cables according to NEMA WC 7 (ICEA S-66-524) and NEMA WC 8 (ICEA S-68-516) before shipping. B. Test strand-filled cables for water-penetration resistance according to ICEA T-31-610, using a test pressure of 5 psig. PART 4 - EXECUTION 4.1 EXAMINATION A. Examine manhole to receive medium-voltage cables for compliance with requirements for installation tolerances and other conditions affecting performance of cables. Do not proceed with installation until unsatisfactory conditions have been corrected. 4.2 INSTALLATION A. Install cables as indicated, according to manufacturer's written instructions and IEEE 576. B. Pull Conductors: Use manufacturer-approved pulling compound or lubricant where necessary; compound used must not deteriorate conductor or insulation. Do not exceed manufacturer's recommended maximum pulling tensions and sidewall pressure values. C. Use pulling means, including fish tape, cable, rope, and basket-weave wire/cable grips, that will not damage cables or raceways. Do not use rope hitches for pulling attachment to cable. D. Install exposed cables, parallel and perpendicular to surfaces of exposed structural members, and follow surface contours where possible. E. Support cables according to Division 16 Section "Basic Electrical Materials and Methods." F. In manhole, handhole, pull boxes, junction boxes, and cable vaults, train cables around walls by the longest route from entry to exit and support cables at intervals adequate to prevent sag. Cable entering the manholes and handholes shall be looped twice. G. Install splices at pull points and elsewhere as indicated; use standard kits. Comply with kit manufacturer's written instructions. H. Install terminations at ends of conductors and seal multiconductor cable ends with standard kits. Comply with kit manufacturer's written instructions and with classes of terminations indicated. I. Install separable insulated-connector components where indicated according to manufacturer's written instructions. 1. Quantities: Provide the following quantities of components: a. Protective Cap: Install at each terminal junction, one on each terminal to which no feeder is indicated to be connected. b. Portable Feed through Accessory: 3. c. Standoff Insulator: 3. J. Arc Proofing: Arc proof medium-voltage cable at locations not protected by conduit, cable tray, direct burial, or termination materials, unless otherwise indicated. Apply as follows and as recommended by manufacturer of arc-proofing tape: 1. Clean cable sheath. 2. Wrap metallic cable components with 10-mil pipe-wrapping tape. 3. Smooth surface contours with electrical insulation putty. 4. Apply arc-proofing tape in one half-lapped layer with coated side toward cable. 5. Band arc-proofing tape with 1-inch wide bands of half-lapped, adhesive, glass-cloth tape 2 inches o.c. K. Ground shields of shielded cable at terminations, splices, and separable insulated connectors. Ground metal bodies of terminators, splices, cable and separable insulated-connector fittings, and hardware according to manufacturer's written instructions. L. Identify cables according to Division 16 Section "Basic Electrical Materials and Methods." M. Identify cables according to Division 16 Section "Electrical Identification." 4.3 FIELD QUALITY CONTROL A. Testing Agency: NIST will engage a qualified independent testing agency to perform field quality-control testing. B. Testing Agency: Engage a qualified independent testing agency to perform field quality-control testing. C. Testing: On installation of medium-voltage cables and before electrical circuitry has been energized, demonstrate product capability and compliance with requirements. 1. The fault is located in the High Voltage manhole #30. The faulted cable has been isolated and de-energized. Two remaining feeders are still on line. The high voltage cable is paper insulated, lead covered (PILC) cable. This contract is for removal of the damaged 500kcmil �Y� splice, testing of all three feeders in the manhole, repair of the cable (PILC �Y� splice), and retesting of each of the three feeders in the repaired condition. As an option, replacement of the affected feeder(s) may also be necessary. This work may include replacement of the feeder between the fault and the nearest manhole to the North, or between the fault and the nearest manhole to the South. The base contract includes work inside of the manhole only. There are three conductors for each feeder (one conductor per phase). For existing PILC, three conductors per cable (3/C). For replacement cable EPR, one conductor per cable (1/C). The estimated dimensions per feet to the manhole to the South and North are: To Manhole #31, north of manhole #30: 238 feet. To Manhole #29, south of manhole #30: 541 feet. To building 231 transformer in High Voltage room, east of manhole #30: 320 feet. To building 301 transformer in High Voltage room, west of manhole #30: 450 feet. For pricing and initial inspection only, ALL power to the affected manhole will be secured through the NIST networked distribution system. During the repairs, it is assumed that the work will be done with one live feeder. In coordination with the NIST High-Voltage shop, feeders may be switched and/or energized upon request. The manhole was de-energized and inspected on Tuesday, November 4, 2008. Any further inspection and repairs are to be performed under live conditions. The Government intends for repairs to be performed the weekend of November 22-23, 2008. If the Government chooses to exercise Option #1 (EPR cabling), the awardee will be notified, in writing, immediately and have 7 business days to perform the requirements of Option #1. Refer to the Specifications - section 16124 below for medium cable specification. 2. SCOPE OF WORK Base Scope: (No cable replacement) A. The Contractor shall provide all labor, materials, equipment, and transportation to provide the repair service. B. Perform visual Inspection for physical damages. C. Perform insulation resistance test utilizing a megohmmeter with a voltage output of at lease 2500 Volt. Individually test each conductor with all other conductors and shield grounded. Test duration shall be one minute. Perform testing on all three feeders, before and after repair. Voltage injection is to be from the adjacent Building 231 � Industrial. D. Provide cables, termination and cable splice kit and perform HV PILC cable splices as required to repair the damage section of the cable. The electrician shall be licensed, certified, and experienced (5 years minimum) in type of splices used. The material for splice and termination kit must be compatible with the conductors, insulation, and protective layer jackets on the cable and wires. E. Damage within the manhole that is not observed and initially included may be handled as a change order to this contract under �Differing Site Conditions� � see applicable contract clauses. F. All inspection and field testing shall be accordance with the latest edition of the following applicable codes, standard, guide, and manufacturer instruction: � American Nation Standards Institute � ANSI � American Society for Testing and Materials � ASTM � National Fire Protection Association � NFPA o ANSI/NFPA 70 � National Electrical Code o ANSI/NFPA 70E � Electrical Safety Requirement � International Electrical Testing Association (NETA) Guideline Option 1: Contractor shall provide all material and labor to replace the damaged cable which has a low unacceptable mega reading. The new cable will be EPR cable, MV104 type, 15KV, shielded 133% insulation level. Material includes cable, splice and termination kit. A. Install the cable according to the manufacturer�s instruction and IEEE576. 3. PRODUCT Refer to Specifications � Section 16124 below. 4. SUBMITTALS Submit 3 copies of the followings: A. Product Data: include splices and terminations for cable and cable accessories B. Manufacturer test report. C. Field test reports: indicate and interpret test results for compliance with performance requirements. D. Furnish satisfactory proof of such experience for each employee who splices or terminate the cable. E. List all of the materials purchased and installed for the splices and terminations for this contract.- 5. REVIEW AND APPROVAL All work shall be performed in a professional manner and meet or exceed the following industry and/or Government standards for performance, or other applicable standard: All work shall be reviewed and approved by COTR. SPECIFICATIONS, SECTION 16124, MEDIUM-VOLTAGE CABLES PART 2 - GENERAL 2.1 RELATED DOCUMENTS A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and Division 1 Specification Sections, apply to this Section. 2.2 SUMMARY A. This Section includes cables and related splices, terminations, and accessories for medium-voltage electrical distribution systems. 2.3 SUBMITTALS A. Product Data: Include splices and terminations for cables and cable accessories. B. Samples: 16-inch lengths of each type of cable specified. C. Product Certificates: Signed by manufacturers of cables and accessories certifying that the products furnished comply with requirements. D. Qualification Data: For firms and persons specified in "Quality Assurance" Article. E. Field Test Reports: Indicate and interpret test results for compliance with performance requirements. Include certified copies of field test records. F. Product Test Reports: Indicate compliance of cables and accessories with requirements based on comprehensive testing of current products. G. Maintenance Data: For cables and accessories to include in the maintenance manuals specified in Division 1. 1. Include periodic tests of cables in service. 2. Include operation of fault indicators, separable insulated connectors, and accessories. 2.4 QUALITY ASSURANCE A. Installer Qualifications: Engage an experienced and certified cable splicer to install, splice, and terminate medium-voltage cable. B. Testing Agency Qualifications: In addition to requirements specified in Division 1 Section "Quality Control," an independent testing agency shall meet OSHA criteria for accreditation of testing laboratories, Title 29, Part 1907; or shall be a full-member company of the InterNational Electrical Testing Association. 1. Testing Agency's Field Supervisor: Person currently certified by the InterNational Electrical Testing Association or the National Institute for Certification in Engineering Technologies, to supervise on-site testing specified in Part 3. C. Source Limitations: Obtain cables and accessories through one source from a single manufacturer. D. Listing and Labeling: Provide products specified in this Section that are listed and labeled. 1. The Terms "Listed" and "Labeled": As defined in NFPA 70, Article 100. 2. Listing and Labeling Agency Qualifications: A "Nationally Recognized Testing Laboratory" as defined in OSHA Regulation 1910.7. E. Comply with IEEE C2. F. Comply with NFPA 70. 2.5 DELIVERY, STORAGE, AND HANDLING A. Deliver medium-voltage cable on factory reels complying with NEMA WC 26. B. Store cables on reels on elevated platforms in a dry location. 2.6 PROJECT CONDITIONS A. Existing Utilities: Do not interrupt utilities serving facilities occupied by NIST or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated: 1. Notify NIST at least 2 days in advance of proposed utility interruptions. 2. Do not proceed with utility interruptions without COTR�s written permission. PART 3 - PRODUCTS 3.1 MANUFACTURERS A. Available Manufacturers: Subject to compliance with requirements, manufacturers offering products that may be incorporated into the Work include: 1. Cables: a. Conductor: Copper. C. Conductor Stranding: Class B, per ASTM B-8. D. Strand Filling: Conductor interstices are filled with impermeable compound. E. Insulation: EPR complying with AEIC CS 5. 1. Voltage Rating: 15 kV. 2. Insulation Thickness: 133 percent insulation level. F. Shielding and Jacket: Corrugated copper drain wires embedded in extruded, chlorinated, polyethylene jacket. G. Three-Conductor Cable Assembly: 3 insulated, shielded conductors and an un-insulated copper ground wire cabled together. 1. Circuit Identification: Color-coded tape (black, red, blue) under the metallic shielding. H. Armor: Interlocked galvanized steel applied over cable. I. Jacket: Cross-linked polyethylene. 3.3 SPLICE KITS A. Connectors: IEEE 404, compression type, as recommended by cable or splicing kit manufacturer for the application. B. Splicing Products: As recommended in writing by splicing kit manufacturer for specific sizes, ratings, and configurations of cable conductors and splices specified. Include all components required for complete splice, with detailed instructions. 1. Heat-shrink splicing kit of uniform, cross-section, polymeric construction with outer heat-shrink jacket. 3.4 SOLID TERMINATIONS A. Multiconductor Cable Sheath Seals: Type recommended by seal manufacturer for type of cable and installation conditions, including orientation. 1. Heat-shrink sheath seal kit with phase- and ground-conductor rejacketing tubes, cable-end sealing boot, and sealing plugs for unused ground-wire openings in boot. B. Conductor Terminations: Comply with IEEE 48, as indicated. Insulation class is equivalent to that of cable. Terminations for shielded cables include a shield ground strap. 1. Class 1 Termination for Shielded Cable: Heat-shrink type with heat-shrink inner stress control and outer nontracking tubes; multiple, molded, nontracking skirt modules; and compression-type connector. 2. Class 1 Termination for Shielded Cable: Modular type, furnished as a kit, with stress-relief shield terminator; multiple-wet-process, porcelain, insulator modules; shield ground strap; and compression-type connector. 3. Class 1 Termination for Indoor Shielded Cable: Kit with stress-relief tube, nontracking insulator tube, shield ground strap, compression-type connector, and end seal. 3.5 SEPARABLE INSULATED CONNECTORS A. Separable Insulated Connectors: Modular system complying with IEEE 386. Disconnecting, single-pole, cable terminators and matching, stationary, plug-in, dead-front terminals designed for cable voltage and for sealing against moisture. B. Terminations at Distribution Points: Modular type, consisting of terminators installed on cables and modular, dead-front, terminal junctions for interconnecting cables. C. Load-Break Cable Terminators: Elbow-type units with 200-A load make/break and continuous-current rating; coordinated with insulation diameter, conductor size, and material of cable being terminated. Include test point on terminator body that is capacitance coupled. Use for terminating at transformer. D. Dead-Break Cable Terminators: Elbow-type unit with 600-A continuous-current rating, designed for de-energized disconnecting and connecting; coordinated with insulation diameter, conductor size, and material of cable being terminated. Include test point on terminator body that is capacitance coupled. E. Dead-Front Terminal Junctions: Modular bracket-mounted groups of dead-front stationary terminals that mate and match with above cable terminators. 2-, 3-, or 4-terminal units as indicated, with fully rated, insulated, watertight conductor connection between terminals. Grounding lug and manufacturer's standard accessory stands, stainless-steel mounting brackets, and attaching hardware. 1. Protective Cap: Insulating, electrostatic-shielding, water-sealing cap with drain wire. 2. Portable Feed through Accessory: 2-terminal, dead-front junction arranged for removable mounting on accessory stand of stationary terminal junction. 3. Grounding Kit: Jumpered elbows, portable feed through accessory units, protective caps, test rods suitable for concurrently grounding 3 phases of feeders, and carrying case. 4. Standoff Insulator: Portable, single dead-front terminal for removable mounting on accessory stand of stationary terminal junction. Insulators suitable for fully insulated isolation of energized cable-elbow terminator. F. Test-Point Fault Indicators: Arranged for installation in test points of load-break separable connectors. Self-resetting indicators capable of being installed with a shotgun hot stick and tested with a test tool. G. Tool Set: Shotgun hot stick with energized terminal indicator, fault-indicator test tool, and carrying case. 3.6 ARC-PROOFING MATERIALS A. Tape for First Course on Metal Objects: 10-mil thick, corrosion-protective, moisture-resistant, PVC pipe-wrapping tape. B. Arc-Proofing Tape: Fireproofing tape, flexible, conformable, intumescent to 0.3 inch thick, compatible with cable jacket. C. Glass-Cloth Tape: Pressure-sensitive adhesive type, 1/2 inch wide. 3.7 SOURCE QUALITY CONTROL A. Test and inspect cables according to NEMA WC 7 (ICEA S-66-524) and NEMA WC 8 (ICEA S-68-516) before shipping. B. Test strand-filled cables for water-penetration resistance according to ICEA T-31-610, using a test pressure of 5 psig. PART 4 - EXECUTION 4.1 EXAMINATION A. Examine manhole to receive medium-voltage cables for compliance with requirements for installation tolerances and other conditions affecting performance of cables. Do not proceed with installation until unsatisfactory conditions have been corrected. 4.2 INSTALLATION A. Install cables as indicated, according to manufacturer's written instructions and IEEE 576. B. Pull Conductors: Use manufacturer-approved pulling compound or lubricant where necessary; compound used must not deteriorate conductor or insulation. Do not exceed manufacturer's recommended maximum pulling tensions and sidewall pressure values. C. Use pulling means, including fish tape, cable, rope, and basket-weave wire/cable grips, that will not damage cables or raceways. Do not use rope hitches for pulling attachment to cable. D. Install exposed cables, parallel and perpendicular to surfaces of exposed structural members, and follow surface contours where possible. E. Support cables according to Division 16 Section "Basic Electrical Materials and Methods." F. In manhole, handhole, pull boxes, junction boxes, and cable vaults, train cables around walls by the longest route from entry to exit and support cables at intervals adequate to prevent sag. Cable entering the manholes and handholes shall be looped twice. G. Install splices at pull points and elsewhere as indicated; use standard kits. Comply with kit manufacturer's written instructions. H. Install terminations at ends of conductors and seal multiconductor cable ends with standard kits. Comply with kit manufacturer's written instructions and with classes of terminations indicated. I. Install separable insulated-connector components where indicated according to manufacturer's written instructions. 1. Quantities: Provide the following quantities of components: a. Protective Cap: Install at each terminal junction, one on each terminal to which no feeder is indicated to be connected. b. Portable Feed through Accessory: 3. c. Standoff Insulator: 3. J. Arc Proofing: Arc proof medium-voltage cable at locations not protected by conduit, cable tray, direct burial, or termination materials, unless otherwise indicated. Apply as follows and as recommended by manufacturer of arc-proofing tape: 1. Clean cable sheath. 2. Wrap metallic cable components with 10-mil pipe-wrapping tape. 3. Smooth surface contours with electrical insulation putty. 4. Apply arc-proofing tape in one half-lapped layer with coated side toward cable. 5. Band arc-proofing tape with 1-inch wide bands of half-lapped, adhesive, glass-cloth tape 2 inches o.c. K. Ground shields of shielded cable at terminations, splices, and separable insulated connectors. Ground metal bodies of terminators, splices, cable and separable insulated-connector fittings, and hardware according to manufacturer's written instructions. L. Identify cables according to Division 16 Section "Basic Electrical Materials and Methods." M. Identify cables according to Division 16 Section "Electrical Identification." 4.3 FIELD QUALITY CONTROL A. Testing Agency: NIST will engage a qualified independent testing agency to perform field quality-control testing. B. Testing Agency: Engage a qualified independent testing agency to perform field quality-control testing. C. Testing: On installation of medium-voltage cables and before electrical circuitry has been energized, demonstrate product capability and compliance with requirements. 1. Procedures: Perform each visual and mechanical inspection and electrical test stated in NETA ATS, Section 7.3.2. Certify compliance with test parameters. D. Correct malfunctioning cables and accessories at Project site, where possible, and retest to demonstrate compliance; otherwise, remove and replace with new units and retest. 4.4 PROTECTION A.
